Qualifications and Experience Required Business Degree and a post graduate qualification or equivalent experience in one or more than the following: Marketing, Consulting, Communication, Public Affairs, Issues Management Interpersonal relationship building skills and exposure to stakeholder management, e.g., customer, government, media, and employee.     World Vision (WV) Ethiopia World Vision (WV) is one of the largest international non-governmental organizations in the world and currently implements multi-sectoral food security programmes in countries in Africa, Asia, Latin America and the Caribbean. WV is currently developing a grant application for a multi-year USDA Food for Education (FFE) Program in Ethiopia. As such, WV is soliciting applications for experienced candidates to serve as Chief of Party (COP) for this program.   The COP has overall responsibility for managing program activity planning and implementation, program personnel and sub-grantee(s) and sub-contractor(s) in-country, monitoring & evaluation (M&E) efforts, commodities (including monetization and direct distribution logistics), and finance. S/he is also responsible for ensuring the security, feasibility, and sustainability of the program under his/her supervision. The COP heads a management structure that represents the program to local USDA and other in-country Cooperating Sponsors, international and national program/consortium partners, and the Government of Ethiopia and its relevant line ministries, UN Agencies, and other stakeholders     KEY RESPONSIBILITIES:   Direct and oversee the program implementation. Manage program budget. Identify and promote clear communication on issues of budget management and programmatic activities, compliance and documentation. Establish and maintain effective project communication systems and knowledge management including reporting, assessment and evaluation. Coordinate with other WV and/or USG funded in-country program and partners to ensure enhanced integration and synergies. Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements (such as A-110, A-122, A-133, 22 CFR 211, etc.) and local laws. Ensure and invest in proper technical capacity of the program staff to manage complex USG funded projects. Communicate with donor on program progress as needed. Direct and oversee the Food for Education (FFE) and Child Nutrition program, ensuring that all program strategic objectives are met through proper detailed component planning, staffing, and results-driven implementation. Establish leadership and personal credibility and implement and maintain clearly understood chain of authority and accountability. Hold responsibility for ensuring that the program is implemented according to its design, quality standards, and schedule. Coordinate with other WV and/or USDA-funded in-country programs and partners to ensure enhanced integration and synergies. Organize and direct the work of FFE program staff and short-term advisors. Provide supervision, training and performance appraisals. Hold responsibility for overall commodity management of the program, including monetization. Evaluate program performance and determine management plan needed to improve goal achievement by participating and conducting agricultural and health surveys, operations research studies, and rapid appraisals. Establish and maintain effective project communication systems and knowledge management, including reporting, assessment, and evaluation. Submit to WV United States (WVUS) timely, accurate, and professional program reports, including lessons learned and best practices, which meet donor requirements and WV standards. Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements (such as A-110, A-122, A-133, 22 CFR 211, etc.) and local Ethiopian laws. Ensure and invest in proper technical capacity of the program staff to manage complex USG funded projects. Coordinate and oversee hiring process for program management level staff. Manage program budget within approved spending levels and ensure accurate and timely financial reports to donors and WVUS International Programs Group (IPG) headquarters staff. Ensure program expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean A-133 audits. Oversee property and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements. Represent the program to USDA, Ethiopian government, UN and other appropriate bodies. Research new funding opportunities and develop and write funding proposals for assigned program. Carry out additional responsibilities and projects as assigned, including administrative and planning functions. Identify opportunities for synergy and ensure integration across program sectors, with other World Vision Ethiopia programs and/or with other service providers to maximize impact for beneficiary households and communities. Ensure strong integration of gender, do no harm, and accountability to communities (as defined by the World Vision Humanitarian Accountability Partnership), including greater participation of community stakeholders across all sectors, regular communication to communities, and systematic collection of feedback.     KNOWLEDGE, SKILLS AND ABILITIES:   Master’s degree in related field or equivalent qualifications in grant management and work history in developing countries. Minimum of 7 years of overseas international management experience, preferably in administering USDA and/or USAID program, with at least 3 years of experience overseeing USG Title II food aid programs. Proven ability to manage technical assistance teams and sub-grants. Experience of leading large and diverse teams. Experience in leading and managing large grants in a complex environment. Experience as a CoP/PD or senior expert advisor required. Experience managing sub grants and contracts under grants for complex projects. Fluency in English, knowledge of Amharic is desirable. Professional licenses, as required in the field and by the donor.   Preferred Skills, Knowledge and Experience: Ideal candidates would have additional expertise (3 years or more) in one or more of the following areas: Ethiopia food security and/or Food for Education and Child Nutrition programming, grants/compliance, food commodities/logistics, disaster risk management.     CRS Ethiopia Job Vacancy Position Title: Officer, Gender Department: Program, DFSA Duty Station: Dire Dawa Required no: 1 Employment type: Indefinite period contingent up on funding of the DFSA program Reports To: Deputy Chief of Party, Gender and Youth Purpose of the Position:  CRS Ethiopia is seeking an  Officer ,  Gender  for the Ethiopian Livelihoods and Resilience Program (ELRP) and also called Development Food Security Activity/DFSA/, a five-year USAID Office for Food for Peace (FFP).  ELRP/DFSA will focus on building resilience to shocks, enhancing livelihoods and improving food security and nutrition for rural households vulnerable to food insecurity. CRS seeks to hire Diredwas based officer to support local implementing partner Hararghe Catholic Secretariat. The Gender Officer (GO) position contributes to the expectations of CRS/Ethiopia’s Strategic Plan, CRS Ethiopia’s Gender Strategy and Action Plan, and CRS‘ Global Gender Strategy through ensuring equality of women, men, girls and boys, at all operational levels. The position will contribute to the Country Program’s (CP) efforts toward quality design and implementation of gender initiatives to ‘promote right relationships’ among targeted ‘families and communities’. The GO will take primary responsibility to advocate for greater attention to gender perspectives, by providing the necessary technical support in gender mainstreaming.     Key /Specific Duties and Responsibilities:   Technical Support  Provide close support and technical guidance to DFSA project implementing partner’s staff on DFSA gender integration strategies/approaches. Provide technical support to local partners to build skills and develop effective strategies to develop and implement gender responsive projects/program. Develop/adapt training curriculum to the needs of the project staff, provide training, support, and undertake ongoing technical assistance. Develop/adapt tools and guidelines that can be used by the project staff during implementation and M&E of the project Provide capacity building to ELRP/DFSA stakeholders on gender sensitive/responsive PSNP 4 implementation. Support preparation of different issue-papers and undertake research on gender perspectives as the basis for efforts to promote gender equality and achieve common goals. Provide regular monitoring and mentoring to ELRP/DFSA staff at partner level. To attend important and relevant events on gender and the substantive areas covered by ELRP/DFSA to disseminate information on progress made in gender equality and women/girls empowerment Support Gender Working Group (GWG) in the implementation of CRS/Ethiopia’s Gender Strategy and Action Plan.   Information and Coordination Assist partner staff to communicate information from the field to the DFSA purpose leads and SMT who for appropriate decisions on components, processes and impacts. Support preparation of different issues-papers and undertake research/study on gender perspectives with the help of other CRS and implementing partner colleagues to promote gender mainstreaming and achievement for CRS/Ethiopia.   Arrange for the dissemination of information from MEAL data on the degree to which the project objectives are being achieved. Liaise with implementation partner, respective government offices and institutions in the implementation of ELRP/DFSA.   Monitoring, Evaluation, Accountability, Learning (MEAL) and Reporting Prepare and submit timely updates on project implementation to ELRP/DFSA management and maintain current knowledge of and liaise with other implementing partner regarding updates and promising practices in gender. Ensure that gender based indicators are sufficiently covered in the project monitoring and evaluation systems including Performance Management Plan (PMP), Indicator Performance Tracking Table (IPTT) and other monitoring tools. Review partner’s reports and ensure it captures required level of gender disaggregated data and gender specific success stories. Arrange for the preparation of special reports as needed, on particular gender issues together with the MEAL team, Assume primary responsibility in monitoring, evaluating data quality for gender sensitivity as well as documentation of successes and failures. Collect qualitative/quantitative data in ELRP/DFSA on a regular basis, to provide a holistic picture of gender mainstreaming. Ensure that all MEAL trainings and MEAL processes that integrate gender Support gender assessments conducted in ELRP/DFSA operational areas Ensure ELRP/DFSA feedback mechanism is gender sensitive.
