Construction Management Coordination (DFSA) Officer Purpose of The Job To be accountable for construction management and coordination for SPIR/DFSA WVE Oromia project location and head office. Major duties and Responsibilities · Manage the planning (feasibility study, technical design and preparation of working documents), implementation and monitoring of the DFSA Infrastructure and PSNP Engineering part program implementation within the designated geographic area of operation in collaboration with WVE DFSA Woreda Infrastructure team. · Ensure the implementation of the DFSA Infrastructure and PSNP Engineering part program implementation is in compliance with USAID’s requirements, WV and government policies and global standards. · Develop and regularly update a detailed project work plan guiding the project implementation and ensure this is used by the project team to monitor project progress. · Engage in the preparation of the annual construction operation plan of WVE Oromia DFSA and ensure timely submission of standardized quarter, biannual and annual accomplishment reports. · Engage in reviewing activity vs. budget plan in quarter, biannual and annual basis to monitor the activity progress and budget utilization · Make a continuous follow up of the head office construction activities by ensuring quality workmanship is attained. · Take accountability on the quality and standard ( both material used and workmanship ) implementation as per the design, BoQ, specification and drawings in collaboration with field infrastructure team · Review the measurement of the construction / rehabilitation activities for payment processing and engage on final line payment certification and recommendation. · Work closely with WASH and Infrastructure Advisor (consortium) for all technical related issues. Job Requirements Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: · Qualification required: MSc /BSc Degree in Hydraulics, Water Resource, Civil Engineering and other related fields. · Experience: 5 yrs for MSc and 10 yrs for BSc with minimum of 5 years on relevant project/ program management experience in Infrastructure and PSNP in an international NGO or similar organization; · Technical Training qualifications required: Infrastructure and PSNP Program Management. · Computer knowledge (AutoCAD, GIS, word, Excel, …..outlook, lotus note). Other Competencies/Attributes: · Understands work from a process point of view and uses measurement and accountability systems effectively. · Good, interpersonal, communication, networking and facilitation skills. · Excellent time-management and prioritization. · Ability to meet frequent and competing deadlines while maintaining technical quality · Ability to develop and monitor new approaches and apply best practices. · Working writing and communication skills in English required. · Willingness to travel frequently (up to 50%) to the project locations.
