CORDAID Ethiopia Office has been in operation since 2006 and now requires additional technical capacity. Therefore, would like to recruit a Logistics and Procurement Officer as detailed below, Reporting Line: The Logistics and Procurement Officer reports to the Finance and Operations Manager. S/he will manage the Logistics Assistant and ensure the departmental team functionality, efficiency and effectiveness. Purpose of this position: The Logistics and Procurement Officer will ensure the timely and cost effective procurement of supplies, relief goods and services for the smooth implementation of projects activities. S/he establishes contacts with suppliers, transporters, relevant government authorities and other CORDAID partners. Sets up and maintains a structured supply chain of high quality materials needed for the programme Key Responsibilities and Accountability Procurement Management Responsible for the procurement of goods and services for the Country Office Manage and conduct national and international tendering processes. Field support and capacity building Conduct field visits to sub offices to support the CORDAID partners and CORDAID field programme manager in the procurement procedures and participate in the tracking of the partner's procurement activities and the chain supply of , goods/services. Provide capacity building to the Partners and CORDAID staff on procurement standard and procedures. Pre-Qualification and contract Management Establish a data base of qualified suppliers through conducting a pre-qualification of supplies exercise. Update and analyses the supplier's data base. Develop, negotiate, manage and review the performance and service delivery on the awarded service agreements/lease agreement contracts with the external service Provide/suppliers and ensure that legal aspects are verified. Logistics Management Negotiate and maintain a service level agreement with suppliers to ensure cost effective deliverance of high-quality goods or services are in the right place at the right time and in accordance with the CORDAID procurement rules. Ghain Supply and lnventory/Assets Management Maintain an up to date data of relief items, inventory, assets and stock records per budget code and per programme and submit a reconciliation report on stock movement to the field. Transport and Warehousing Arrange transport and warehousing of materials, guarding as well cost-effective use and safety of the goods. Procedures, Processes and Compliance Develop, review and implement the Logistics, Procurement and Vehicle Manuals. lmolement internal control and ensure compliance with CORDAID and donor procurement regulations. Management and maintain all documentation to full audit trail standards. Administration Ensure efficient vehicle management, usage and movement. Coordinate, plan and direct the Logistics Assistant on coordination of the fleet management at Addis and Field Level Job Requirements Required Qualifications, Experience and Competencies 1. Minimum required qualification is BA in Logistics Management and/or Procurement Management and/or Purchasing and Supply Management and/or Operations Management. 2. Master's degree in Logistics and/or Procurement will be an added advantage. 3. Certification from CIPS or other relevant Supply Chain qualification 4. 3 years' prior NGO experience in logistics and procurement management, within a comple/large scale country programme and in emergency response/humanitarian environments 5, Experience working in emergency operations and procurement 6. Good understanding of donor regulations and procedures 7. Detail-oriented, highly organized and practices strict adherence to timelines 8. Excellent negotiation, analytical, team management skills and a problem-solving attitude 9. Honest and hardworking with a sense of responsibility and accountability, 10.
