Environmental and Social Expert
Ensure implementation of project ESIA-EMP in compliance with its requirements of project Environmental and Social Impact Assessment (ESIA) and Resettlement Policy Framework (RPF) by the project contractors and implementing partners. Ensure social and Environmental safeguards implementation and management for the project, ensuring compliance with relevant Ethiopia’s environmental legislation and with the World Bank Operational Policy OP-4.01 Environmental Assessment and OP-4.12 on Involuntary Resettlement triggered by the project. Ensure the effectiveness of waste management, and devise mitigation mechanism to protect the adverse impact of pollutants or effluents on the natural environment; Conduct consultation with vulnerable group and local community on environmental damage(if any) and propose reclamation, measures for degraded, damaged and altered lands due to the project implementation; Review storm and waste water infrastructure design, ensuring work compliance with all applicable codes, ordinances, and regulations; Ensure that environmental policies, rules and regulations promulgated for infrastructure development and management are applied; Ensure that environmental and safeguard requirements of the project are met during project preparation, construction and supervision. Proactively work the contractor, consultant, and clients to improve the performance of environmental safeguards and outcomes. Oversee environmental and social aspects of the project at each phase of construction of the project, Identify, provide and analyze data, related to environmental stewardship and management; Produce report as required and on regular basis or as schedule by ESLSE and PIU and submit to the environmental and social safeguard coordinator; Conduct daily field investigations and supervising activities and ensure project performance conformity with the plans; Carry out other Project activities as directed by the Coordinator, ESLSE, and EMAA (PIU). Job Requirement Masters/Bachelor Degree or equivalent from reputable and recognized University preferable in social science, sociology, social work or other relevant social discipline; Having experience on social sustainability issues in development projects, including gender mainstreaming, inclusion of vulnerable groups, stakeholder consultation, citizen engagement and grievance redressing; Proficient in Microsoft Project and the Office applications and other software and document processing skills is required; Proven ability to work effectively both independently and in a team based environment Fluency in English language including verbal and written; Excellent report and correspondence writing and presentation skills; Proven networking and team-building skills to work with a variety of internal and external stakeholders; Good command of national environmental and social legislation and WB safeguard policies; Excellent knowledge of project management and in the trade logistics sector in Ethiopian will be advantageous. At least 4/6 years relevant work/practical experience for Masters/Bachelor Degree respectively. Experience in projects financed by external donors such as the World Bank Experience of social safeguards policies of International Financial Institutions; Experience in designing and undertaking baseline conditions applying social, qualitative and quantitative research methodologies; Experience in conducting resettlement activities; Use of project scheduling and control tools to monitor projects plans, work hours, budgets and expenditures.
