Opportunity Abt Associates seeks a qualified Technical Specialist 9 / Regional Program Officer to support the International Health Division in Ethiopia. The Regional Program Officer will be stationed in Semera for Afar, Gambela for Gambela, and Assosa for Benishangul Gumuz regions and reports to the Regional Program Director. Private Health Sector Project is a USAID funded five year project implemented by Abt Associates Inc . The project has a goal to mitigate the impact of diseases of public health importance in Ethiopia through the active engagement of the private health sector. The major objectives of the project are creating an enabling policy environment, access to quality health services for diseases of public health importance increased through the private health sector, strengthening the private health care system, and generating evidence. The goal and objectives will be achieved in collaboration with the government (FMoH and its agencies, the private health sector and its associations). The Private health Sector Project operates in Amhara, Afar, Benshangul Gumuz, Harari, Gambela, Oromiya, SNNPR, and Tigrai regions, and Addis Ababa and Dire Dawa city administrations. Malaria Service is among the key public health importance programs the project is implementing in selected private health facilities and work-place clinics found in the aforementioned regions. Key Roles and Responsibilities Serve as the primary liaison for the project in the region and assist in establishing partnership and enhance collaboration among local level stakeholders (RHB, ZHD, THO, Private Health Facilities) and private health care providers. Conduct regular supportive supervision/mentoring visit of project supported facilities and work-place clinics in liaison with government partners to design and implement facility level corrective intervention based on the gaps identified during the visits. Follow and support private health care providers (physicians, nurses, and laboratory technicians, pharmacy personnel, clinic managers) to assure compliance with national clinical standard and guidelines for the project implementation of malaria program programs. Ensure that the project supported private health facilities are incorporated into the regional health system for EQA, and supportive supervision. Perform regular mapping of care & support facilities in all regions and prepare directory for care & support services Coordinate and manage the utilization of standard referral log books and registers to track referrals & linkages of PLHIV to community services Ensure the availability of supplies, commodities, medical guidelines, standards, job aids and HMIS tools to support program implementation and regularly assess the adequacy of logistics and supplies at all sites to ensure uninterrupted high quality services. Ensure that project supported health facilities are using the approved HMIS tools and submit performance report to their respective WHO and/or RHBs. Collect facility level programs performance report of supported facilities and submit to the project M and E unit. Assess the training needs and develop appropriate agreements with facilities to assure that a sufficient number of staffs are trained to ensure the sustainability of the programs. Documents best practice and successes and responsible to ensure site level intervention of Quality Improvement activities. Facilitate the establishment of effective referral links between public and private facilities. Participate in government led regional level technical working group (TWG) meetings/forums, review meetings and other events representing the private health sector. Strictly following the organizational work plan and individual activity plan and proactively contributing to the achievement of the strategic directions of the organization; ensuring adherence to quality and timeliness of the deliverables Perform any other activities as may be assigned. Preferred Skills / Prerequisites Masters degree in Public Health 4 or more years of experience Experience of working with Malaria, FP, STI, MNCH, TB/DOTS, PMTCT and ART programs Experience in training and quality assurance for health services Well informed about the private health sector setups of Ethiopia Experience of working with various stakeholders and building partnership Good communication skills and experience of working in a team Basic computer skills (Word and Excel) Fluent in English and Amharic knowledge and local languages is a plus Experience of working in local and International NGOs Abt Associates is an Affirmative Action/Equal Opportunity employer committed to fostering a diverse workforce.
