ChildFund Ethiopia Procurement Officer ChildFund Ethiopia, an international non-profit humanitarian organization working in different regions of Ethiopia for the well- being of children, is seeking to recruit an experienced and qualified Procurement Officer for Emergency Program . The Procurement Officer is responsible for providing procurement and logistics services to ChildFund Ethiopia emergency response projects include, procurement, delivery, and maintains suppliers’ data base, documentation and reporting of all procurement activities of the organization. Principal Duties Compile emergency projects procurement plans and emergency procurement justification approvals as applied. Establishes and update an approved pre-qualification of suppliers of goods and services list (PQVL) for emergency procurements. Responsible to ensure that materials purchased are of appropriate quality, price and timely in accordance with the applicable policies and procedures. Solicits Performa Invoices, receives sealed bids and presents to the procurement committee for evaluation. Obtains approval from the ND, RO and IO as appropriate before issuing purchase order or signing contracts for purchasing emergency projects goods and services. Support the emergency team in cost estimation during project proposal. Maintains and updates standard specifications for major emergency procurement items. Liaises with all departments to prepare emergency projects procurement schedules for effective cash flow projections. Prepares purchase orders for the pre-qualified suppliers/vendors based on properly approved requests and get them signed by the authorized officers. Solicits technical assistance and support of departments and the compliance officer in matters requiring technical competency and decision related to procurement of goods and services as required. Liaises with the Finance Department to ensure that contracted suppliers are paid for the services/goods offered to ChildFund. Performs other duties as directed by line manager. Terms of Employment : One year with a possibility of extension based on proven performance Job Requirements Qualification, Education and Experience: Degree in Procurement, Supplies Management or related fields 4+ years’ experience in a procurement and logistics areas in an International INGO environment. Have driving license with years of driving experience is advantageous. Knowledge, Skills and Personal Attributes: Outstanding written and oral communication skills in English Good understanding of office administration practices and contact negotiation Proficiency in relevant computer applications (spreadsheet, database, accounting operations software, project management software, presentation software) Excellent planning, organizational and problem solving skills. Ability to prioritize multiple tasks at the same time, work effectively under pressure and meet deadlines. Strong confidentiality ethic, demonstrate flexibility, and versatility in adjusting to changing environments and requirements as necessary. Demonstrated high-level team work, interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally.
