Midwife Mentoring Supervisor- Oromia Region
BACKGROUND: CHAI Ethiopia carries out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. The program is positioned to address the challenges on priority services delivery areas of MNH through innovative, high-impact and scalable interventions in collaboration with the Government of Ethiopia. As such, the ultimate aim of the program is thus to design and test best practices and innovations on MNH that can be scaled up to achieve national impact. We are committed to increasing our effectiveness through an innovative programming approach that optimizes quality, impact and scale. Being the largest CHAI field office worldwide, we currently employ over 150 staff working in the following 07 programs: Maternal Newborn and Child Health (MNCH), Access to Medicine, Lab Services, Vaccines Introduction, Nutrition, Child survival, and Global Health Financing.
Ethiopia is among the nations with the highest maternal and under five mortality rates. The latest available estimates (DHS 2016) show that there are 412 maternal deaths per 100,000 live births, 29 Neonatal and 68 under five mortalities per 1000 live births annually. Recognizing the need for an innovative and high impact response to reduce the high maternal and child mortality rates, Clinton Health Access Imitative (CHAI) plans to roll out an Integrated, low cost, and scalable integrated MNCH program focusing on addressing maternal and child health problems by intervening both at the community and facility levels.
Recognizing the need for an innovative and high impact response to reduce the high maternal and child mortality rates, Clinton Health Access Initiative (CHAI) commenced the implementation of a comprehensive Maternal and Newborn Health program which uses an integrated approach to address critical gaps, create linkages through the entire system from communities up to tertiary care, and leaves a sustainable system for on-going impact. The project will build on the Ethiopian Maternal and neonatal health (MNH) program implemented by CHAI in 4 regions, 40 Woreda’ s and 203 health facilities with focus on midwife mentoring and Posta Partum Family Planning (PPFP) services.
JOB SUMNMARY: CHAI Ethiopia is seeking a highly qualified and motivated individual with strong management experience as Midwife Mentoring Supervisor who will support the Integrated Maternal Neonatal Child Health (MNCH) Program by supervising CHAI Mentors and health facility staff in selected sites on a full-time basis. The Midwife Mentor supervisor will work with RHB, Zones, Woreda’ s ,Hospitals, health centres, health posts and the community to implement and support the comprehensive MNCH project which includes PPFP activities.
REPORTS To: MNCH Regional Coordinator.

Duty Station: In Oromia region he/she assigned with frequent travel to health facilities
JOB RESPONSIBILITIES:
Provide over all guidance and leadership for the day-today implementation of the activities related midwife mentoring and PPFP services.
In collaboration with the regional coordinator (RC), facilitate the roll out of the comprehensive MNH program including PPFP in the region assigned.
Conduct regular supportive supervision to CHAI/MNCH sites in collaboration with MNCH regional coordinator if appropriate or alone and prepare report. Frequently travel to the various, Hospitals, Health Center and Health Post sites for supportive supervision purposes.
Closely follow the performance of each mentor objectively and provide technical support when need arises
Provide technical assistance to Regional Health Bureau and woreda health offices in the implementation of comprehensive MNCH program including PPFP in selected woredas and health centers.
In collaboration with RC and Training coordinator facilitate and coordinate the provision of training related to midwife mentoring, PPFP and other MNCH trainings planed in the project for health professionals in the region as part of the rolling out of midwife mentoring
Participate in the adaptation and development of region specific interventions to the regional context in the areas of Comprehensive MNCH approach and PPFP.
Provide an ongoing technical assistance to the health centers in the region in initiating midwife mentoring model which includes PPFP.
Participate in conducting of baseline, mid-term and end line assessments at each PHCU site and district/primary hospitals and document and report findings.
Organize and carry out supervision and evaluation activities in line with the project’s M&E framework
Support the selected PHCUs in the implementation of Supply Chain Management for the MNCH essential lifesaving commodities.
Supports the implementation of the Delivery Fast Track (DFT) and implementation of appropriate referral system which includes transportation in selected woredas in collaboration with regional coordinator.
Provide regular technical support to CHAI/MNCH selected hospitals in the region on CEmONC service and WHO Safe Surgery checklist implementation.
Lead the process of conducting ongoing assessment of the gaps on Midwife Mentoring program PPFP, SCM, referral and identify areas of intervention for the MNCH program
Document best practices and lessons drawn by the program in the implementation of Comprehensive MNCH/PPFP program.
Participate and represent CHAI/MNCH program in the MNCH meetings held at the Regional and sub-regional levels when delegated by RC.
Prepare regular reports (weekly, monthly, quarterly etc.) of the MNCH program implementation in selected woredas and submit to RC.
Disseminate information from CHAI and other sources on MNCH/PPFP issues to stakeholders.
Provide technical assistance to regional health bureau and respective woredas in monitoring and evaluation of MNCH/PPFP implementation.
Assist the central team in the process of documentation in providing the necessary data needed in preparation of documents
Maintain close partnership and collaboration with key development partners and support regional and woreda government offices mobilize resources from partners for the scale up of MNH innovations
Develop budget proposal based on CHAI/MNCH finance rulles for MNCH program planned activities and submit for RC for review and subsequent action.
Lead and coordinate the data collection (monthly, quarterly, annually etc) and submit the compiled report to RC
Work closely with the MNCH SPM, PM, Regional coordinator, training coordinator and M&E as well as with midwife mentors to identify areas of technical support to woredas and PHCUs
Review and approve mentors annual, compassionate, sick leave maternity and paternity leave in collaboration with RC based on HR policy and report to CHAI HR and MNCH SPM and PM accordingly.
Execute Other additional responsibilities as per immediate supervisor’s direction.
Job Requirements
QUALIFICATIONS, KNOWLEDGE & SKILLS:
A bachelor’s degree preferably midwifery/health officer, BSc nursing and having masters in Management is advantageous.
A minimum of seven years of experience in the clinical practice in the MNCH field, particularly in the areas of delivery, abortion care, FP/ANC/PMTCT and out of which three years with management responsibility.
Training and practical experience on Basic Emergency Obstetrics and Newborn Care( BEmONC) and FP is required
Experience in midwife mentoring and PPFP
Strong background in facilitating training.
Ability to work effectively with and facilitate collaboration between a wide range of partners and stakeholders
Demonstrated strong verbal communication skills and Knowledge of other local (Oromifaa) languages will have an advantage based on the area of assignment.
Must be self-motivated and independently deliver expected tasks as well as ability to work in a team
Strong analytical skills and technical proficiency with Ms Word, Excel, PowerPoint, is essential
Work in a team to handle other joint responsibilities of the scale up program
Other additional responsibilities as per immediate supervisor’s direction.
