The partnership is aimed at pursuing GIZ’s and the company partners’ aligned interests (i.e. formation and education of individuals) and is planned to make a significant contribution to long-term job opportunities, knowledge transmission, professionalism and knowledge sharing between stakeholders in the Ethiopian Textile Sector. The training program will be planned and implemented in collaboration with local partners, such as UNIDO, the industrial park, University of Mekelle (UoM) and other partners from the education and textile sector. Migration is by nature transnational and thus needs coordination and management beyond the national level. The African Union (AU) took up its responsibility in developing continent wide positions and strategies and setting standards on migration, mobility and displacement. Together with its Regional Economic Communities (RECs), the AU is charged with the responsibility of coordinating and overseeing the implementation of conventions and declarations on continental, regional and national level. He/she will closely cooperate with the project team in various locations (GIZ AU Office as well as secondments at the AUC and the African Institute for Remittances) and support seconded staff with GIZ internal procedures. He/she will work closely with the Department of Social Affairs (DSA) of the AUC, and particularly the Division of Labour, Employment and Migration. He/She will be charged with the implementation of relevant programme activities, particularly in the second component of the programme. The specific roles and responsibilities include:  ·         Planning, implementation and monitoring of project activities, in close cooperation with the AUC; and in line with project planning documents; ·         Development of concepts and TORs, recruitment and management of regional and international consultancy contracts in liaison with relevant GIZ offices (including GIZ HQ) as well as the AUC; and in line with GIZ rules and regulations; ·         Implementation of continent wide workshops, trainings, study visits, assessments and related activities on AUC, REC and member state level, including identification and liaising with relevant think tanks, universities and research institutes; ·         Ensure effective flow of communication within the project team, as well as with relevant existing and potential implementation partners; ·         Liaise with relevant stakeholders to develop programme activities, including trainings; on relevant aspects on migration, possibly in cooperation with relevant training institutes; ·         Follow-up on the implementation of activities mutually agreed between AUC and GIZ, and feed into the monitoring and evaluation system; ·         Set up financing agreements between GIZ, the AUC and possible other partners, including the AIR as well as research and training institutes, and follow up on their implementation and orderly administrative management; ·         Develop and regularly update capacity work tools for the projects, as well as relevant analytical documents and communication material; ·         Assist programme development through research, liaising with GIZ programmes and international partners, and represent the programme in coordination meetings etc.; ·         Act as gender focal point for the programme; ·         Any other task assigned by the head of project.   Job Requirements A.    Requirements A suitable candidate must fulfill the following requirements: -          Education on MA level, ideally in the field of political or social sciences, law, or economics; -          A minimum of 7 years of relevant experience  -          Proven work experience in regional or continental programmes in Africa; -          Proven work experience in programme management of multi-stakeholder programmes; -          Proven work or cooperation experience with government structures, universities or think tanks, and international agencies (UN or AU); -          Proven working knowledge of capacity works tools and the log frame approach; -          Working knowledge of GIZ rules and regulations, structures and procedures; -          Experience in setting up and managing consultancy contracts; and steering consultants work in close cooperation with partner structures; -          Experience in facilitating conferences, trainings and consultations with various stakeholders, including on a regional level; -          Proven experience in policy development and implementation on regional or national level; -          Fluency with contemporary politics in Africa and knowledge of migration and mobility related subjects; -          Fluency in English; knowledge in French or willingness to learn French will be an asset; -          Excellent communication skills, diplomatic conduct; -          Willingness to learn and to adopt tasks and responsibilities to a changing environment; -          Ability to work in a multicultural environment and a complex programme structure; -          Willingness to travel on the African continent as well as occasionally outside of Africa.   How to Apply Application procedure:- Interested and qualified candidates shall submit their application letter along with their non-returnable recent CV to the following address:   Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) P.O.
