This strategy and evidence based analytical support, to both internal and external facing partners, typically falls into one of five areas: strategy development and strategic planning, design and incubation of innovative pilot projects, policy and regulatory analysis, institutional and organizational enhancement, and business model and business case development. The team includes a Data Analytics & GIS Unit and a Policy Unit, and consists of a Director, Principals, Case Team Leaders, Senior Analysts and Analysts, Data Management and GIS experts, and Policy Specialists. Specifically, the Policy Unit has a number of main areas of focus: Coordinate visits and discussions with international scholars for senior policy‐makers Undertake or oversee broader studies or policy assessments to inform agenda‐setting, and coordinate joint planning and alignment workshops with partners Undertake or oversee studies on macro and micro policy issues to inform decision‐making, and share or present these studies to policy‐makers and at policy forums or roundtables Support design or enhancement of institutions and institutional arrangements, or regulatory processes, to support effective implementation of policies POSITION SUMMARY: The Policy Advisor is a critical new senior role in the team’s Policy Unit, and will be involved across the Unit’s various areas of focus,  noted above . In particular, the Policy Advisor will be involved with two to four internally executed policy-focused studies at a time, which focus on identifying and assessing policy options for the Ethiopian government in a range of challenging agricultural and trade policy areas. He or she will work closely with the Principals and Case Team Leaders, who lead and manage these engagements, to provide thought partnership, guidance and support on the existing policy situation, how policy-makers can be most effectively engaged, and the specific policy and economic analysis required. He or she will also manage a number of studies outsourced to local and international study partners, including the procurement of services from these partners. He or she will review and input to policy study TORs and plans, facilitate interaction between study partners and key stakeholders, and manage regular updates and other activities to ensure the studies are completed on time and to the quality required. To ensure the impact of the Policy Unit’s work, the Policy Advisor will need to maintain strong relationships and lead discussions with senior policy-makers across government, as well as relevant development sector and private sector partners. Significant experience and proven success leading and delivering high-impact, challenging policy-related analysis, stakeholder consultation, and engagement with policy-makers is therefore required. A strong passion for transforming agriculture and improving the lives of smallholder farmers is highly preferred ESSENTIAL DUTIES:   Contributing to the development of the Analytics approach to policy focused work, including prioritization of policy analyses, preferred analytical approaches and tools, engagement model with clients, local partners and senior policy makers, standard output formats, and other areas Join case teams to take on policy-focused work, including problem structuring, data collection, quantitative and qualitative analysis, leading stakeholder engagement, drafting policy documents (i.e. proclamations, regulations, guidelines, directives), and presenting to senior policy makers Provide expert guidance and advisory support to other case teams where lighter support such as validation of methodology, modeling approach, assumptions or outputs is required Drive development of strategic data solutions to support policy analysis capability in the team Develop the approach to contract out policy analysis to partner institutions and service providers, locally and internationally, and oversee quality control of the deliverables Manage relationships with specific partners and service providers for externally contracted work, and oversee specific engagements to ensure outputs are fit for purpose Develop and run trainings on policy analysis and other related topics for staff in the Analytics Team as well as the broader organization Oversee policy assessments to inform agenda‐setting and identification and prioritization of sector-wide or sub-sector policy issues Coordinate and/or participate in joint planning and alignment workshops with partners focused on policy issues Share or present studies to policy‐makers and at existing policy forums or by organizing roundtables Establish and maintain strong relationships and lead discussion with senior policy-makers across government partners, as well as relevant development sector and private sector partners   Job Requirements Master’s Degree in Public Policy, Economics or another closely related field from a reputable university required; MPP, MPA or Master's Degree in Economics from a reputable university At least ten years of combined experience required structuring and managing policy analysis within government, at a research / think-tank organizations or a private sector consulting firm Proven ability to develop credible, evidence-based policy advice and effectively liaise with senior policy-makers, as well as development partners, non-governmental and private sector organizations Policy analysis experience in consulting or government setting, in areas such as program design and evaluation, cost-benefit analysis / investment cases, price stabilization and minimum support prices for agricultural commodities, investment incentives and private sector development, design / enhancement of regulatory processes and enforcement mechanisms (e.g. for seed, fertilizer agrochemicals), tax, trade, agro-industrial and firm development, value chain analysis and development Exceptional ability to communicate clearly and effectively with a range of stakeholders in a cross-cultural environment (fluency in English is essential) Highly collaborative management style and demonstrated success in managing and developing high-performance staff and teams Strong set of personal values including integrity, honesty and desire to be of service   How to Apply We invite all candidates meeting the required qualifications to submit (i) a cover letter, (ii) CV ( maximum 5 pages) , and (iii) a completed ATA Application Form at  http://apply.ata.gov.et . This role works directly with several departments to meet their specific programming requests. The Senior ERP Consultant possesses functional business process knowledge in one or more areas of Finance, Human Resources, Payroll, procurement, Logistics, grants, and fleet. The Business Applications Senior Developer works with a solid knowledge of IT architectures including applications, database, networking, and security.  Initially this position will be responsible for fine tuning the existing implementation and implementing a new development requests as desired. Design new applications based on provided functional requirements documents and Create logical and physical relational database designs. Maintain and enhance existing application programs as requested, develop and implement program code based on design specifications using accepted programming techniques and standards and create and maintain all necessary application and program documentation. Interprets enterprise business needs in design of program enhancements, tools, and platforms. Works with process owners and other team members to define deliverables and project plans. Assist in the periodic review and revision of the Operations and Maintenance of the existing ERP; Use the Project Management tool to record time and progress reporting, assist in the development of project plans and Manage incidents using the Department tool; Perform a preliminary impact assessment of any support requests and provide an impact analysis that covers impact to hardware, software, schedule, and any downstream impact to other IT systems, projects or programs as requested, Lead and manage support requests as assigned; Implement potential and proposed changes to ERP with in the given time frame. Assist in determining the problem and resolve requests, break-Fix resolution and root cause analysis support to address application problems; Assist in the proactive management of systems and hardware, root cause analysis and resolution plan implementation and identify fixes that require code modification / enhancement to correct operational deficiencies, Perform routine system tests to determine if operational problems exist, Analyze identified problems for root cause and options for resolution; Develop functional specifications to document system changes and enhancements and Correct if there are errors identified in current system. Minimum of 8 years of relevant professional experience with Master’s degree (or 10 years with Bachelor’s degree) total experience in software development or application support. Minimum of 5 years’ experience in ERP system development and support. Additionally the applicant should be conversant on using customization tools and Report Studio. 5 years minimum programming experience, including C#, PHP, ASP.Net or MVC 4 year minimum experience working with relational database systems such as MSSQL, MySQL or Oracle and a good working knowledge of SQL Ability to optimize the solutions according to business requirements. Ability to troubleshoot complex applications with multiple data sources and integration points. Increase knowledge in the area(s) of programming languages and databases. POSITION SUMMARY: Under the direct supervision of the Regional Operations Director, the Procurement Officer is responsible for the management of procurement of goods and services required for ATA’s program and operational needs at the regional office in accordance with the policies and procedures of ATA, Government Public Procurement and World Bank Procurement guidelines and other donor requirements.  ESSENTIAL DUTIES: Take the lead to assist end users in the preparation of annul procurement needs and participate in the consolidation of annual procurement plan for goods, services and works Examines and analyses departmental procurement requisitions for completeness and accuracy of information Proper review of requisitions and determine appropriate method of sourcing procedures based on the government procurement directives and donor requirements Ensure procurement process are maintained as per the agreed SLAs and it is regularly updated on the ERP In collaboration with IT team, identify ERP system issues related to procurement and escalate for timely solutions to ensure system is sustainably supporting end users during planning and, requisitions Investigates and develops sources of regional based suppliers Provides assistant to the end-users in regards to the preparation of specifications, bill of quantity and TORs for the requires procurements Prepares procurement documents such as quotations, biding documents, RFPs, bid evaluations and reports, and contract agreements Follows up the execution of all foreign procurements and customs clearing process and ensures that they are implemented in compliance with ATA and relevant government procedures and regulations Collects goods purchased as per the specifications and cross check delivery is made as per required specs and timeline. POSITION SUMMARY: The role of the IT support Officer is to assist customers who are experiencing any procedural or operating difficulty with the use of IT applications, products or services. Complex and/or high priority problems are elevated to head office IT staffs for resolution when needed, but the IT support officer is responsible to ensure that an effective solution is provided to the user on site. In this role, the candidate will provide application, network, hardware maintenance of the computer desktop environment by analyzing requirements, resolving problems, installing hardware and software solutions, and supporting the internal IT Helpdesk. S/he will be responsible for administration and internal support of the Agency’s PCs, Laptops, printers, servers, and related equipment provided to regional staffs. Tasks include ensuring organizational policies and procedures are adhered to, timely end user support is provided, license tracking and performing, PC maintenance, upgrades and configurations.  ESSENTIAL DUTIES: Serve as the first point of contact for customers seeking technical assistance over the phone or email Perform remote troubleshooting through diagnostic techniques and pertinent questions Liaise with the head office technical staffs as appropriate Provide helpdesk support and resolve problems to the end user’s satisfaction Monitor and respond quickly and effectively to requests received through the IT helpdesk Monitor Service Desk for tickets assigned to the queue and process first-in first-out based on priority Modify configurations, utilities, software default settings, etc. for the local workstation Utilize and maintain the helpdesk tracking software Document internal procedures Assist with on boarding of new staffs Ensure each workstation has a computer, monitor, keyboard, mouse, Docking station, LCD display, hard drive, and any additional specialized equipment Install, test and configure new workstations, peripheral equipment and software Maintain inventory of all equipment, software and software licenses Report issues to the Service Desk for escalation Manage PC/ Laptop, tablet, Smart phone setup and deployment for new employees using standard hardware, images and software Manage Printers, scanners, digital senders, UPS, Assign users and computers to proper groups in Active Directory Perform timely workstation hardware and software upgrades as required Provide accurate information on IT products or services Record events and problems and their resolution in logs Pass on any feedback or suggestions by customers to the appropriate internal team Produce timely reports REQUIRED QUALIFICATIONS: Minimum MSC or Bachelor’s degree in Software Engineering, Computer Science, Applied Mathematics, Statistics, Information Systems, Information Technology, Engineering or related field. POSITION SUMMARY: The Regional Transport Assistant and Mechanic Specialist will primarily report to the Regional Operations Director with secondary reporting line to the HQ Logistics Manager. Manage, motivate, develop and oversee the performance of regional driver/s in line with the organization’s systems, rules and regulations Ensure compliance to organizational policies and procedures, as well as various donor rules and regulation related to supply chain functions Route/reroute drivers in real time with remote route navigation software, satellite linkup systems or global positioning systems (GPS) and work for the improvement of operational efficiencies Mechanic Oversee scheduled and non-scheduled preventative maintenance and repairs to organizational vehicle Conduct inspections using specific procedures set by organizational requirements.  Ensure quality control and evaluation of preventive maintenance and repair services. Primary Purpose: Perform mechanical and electrical repairs to ensure proper performance and safety of all organizational vehicles. Other Duties Use diagnostic equipment to evaluate mechanical and electrical problems in vehicles. Do welding and minor body work. Service vehicles according to established preventive maintenance schedule. Rotate and balance tires; change oil and filters; lubricate vehicle parts; inspect and replace hoses, belts, mirrors, lamps; and control all fluid levels maintained Maintain accurate, updated records of preventive maintenance. Inspect vehicles and evaluate condition of systems, equipment, accessories, and lights; service as needed. Rearrange the work schedules in order to accommodate work order schedules Complete required forms and paper work for fleet maintenance shop including, but not limited to, repair orders, inspection forms, etc. Perform major and minor electrical and mechanical repairs to both gas and diesel vehicles Conduct preventative maintenance on regional vehicles. Ensure shop safety and cleanliness and abide by safety policies. Identify safety hazards and report unsafe conditions to supervisor. Track time worked on each vehicle by type of repair and using standard time estimates based on industry standards, Identify and respond to inquiries where actual times vary from estimated times and complete appropriate reporting on vehicle repairs and maintenance to supervisor. Schedule and arrange for outsourcing of repairs if necessary. Respond to service calls. Road test vehicles to verify complaints and/or repairs. Perform other duties as assigned. REQUIRED QUALIFICATIONS: Minimum of Diploma or Degree in Automotive Mechanics and related  7 years’ experience for Diploma Holders or 5 years of experience  for Degree holders  among all 3 years of experience in repair and service of diesel engine and medium duty truck.  Lead or supervisory experience strongly preferred. Working on Toyota vehicles is more preferable. To effectively engage private investors and corporations in the Ethiopian agriculture sector, the ATA has a Private Sector Development in Agriculture Program area (PSDA), whose main aim is to connect smallholder farmers with commercial, market-focused supply chains to increase incomes and improve livelihoods. The Project Officer of PSDA will be primarily responsible for identifying and addressing systemic and structural challenges to increased private sector engagement and investment flows to the agriculture sector. POSITION SUMMARY: The ATA has launched a Delivery Unit within the Ministry of Agriculture and Livestock Resources (MoALR) to directly support MoALR’s work on the Agricultural Transformation Agenda. The Transformation Agenda is a set of prioritized interventions to accelerate the transformation envisioned as part of Ethiopia’s Growth and Transformation Plan II (GTP II). Specifically, the Delivery Unit supports owners of Transformation Agenda Deliverables (TADs) within MoALR, with planning, reporting, project management and technical and strategic analysis. Delivery Units have played a critical role in accelerating execution of development initiatives in many countries, particularly in East and Southeast Asia, and today are also present in Ethiopia’s Prime Minister’s office and the Revenue and Customs Authority. The Delivery Unit will be jointly overseen by the Minister of Agriculture and Livestock Resources and ATA senior management. The Delivery Unit team plays a highly visible and pivotal role in accelerating agricultural transformation and development in Ethiopia. The Transformation Agenda (TA) Advisor for Animal Health will work closely with the Delivery Unit team, the Ministry and the ATA to provide technical support to the project leaders of interventions related to livestock markets in the Transformation Agenda. POSITION SUMMARY: The Government of Ethiopia, through the Ministry of Agriculture and Livestock Resource,   has initiated a broad-based program for supporting the agricultural sector including apiculture which is known as the Agricultural Growth Program (AGP). The AGP is active in four regions:  Amhara; Tigray; SNNPR; and Oromia.  One of the components of AGP is to strengthen the capacity of beekeepers organizations and their service providers by scaling up best practices and adopting improved technologies. The regional offices of the Agricultural Transformation Agency (ATA)  is primarily established to be the link between the ATA headquarter and regional bureaus of agriculture and Livestock Resources in bringing transformational initiatives that are developed and incubated by different programs at the federal level closer to the smallholder  farmers, the private sectors, cooperatives and other key actors in the agriculture sector.  The government approved mandate of the ATA regional offices to support agricultural sector transformation by enhancing and supporting existing structures of government, private-sector and other non-governmental partners, to address systemic as well as commodity- and geography-specific bottlenecks in the agricultural value chains. As part of the agreement entered between the Ministry of Agriculture and Livestock Resources and the Ethiopian Agricultural Transformation Agency (ATA), the ATA will hold responsibilities for agreed activities as an implementing agency which includes hiring highly qualified technical experts dedicated to work at regional ATA office to support the implementation of the Apiculture value chain development project. ESSENTIAL DUTIES: Identify knowledge and skill gap of targeted extension staff, bee keepers, input suppliers and processors and buyers in collaboration with regional livestock and fisheries offices. Organize and facilitate ToT training, and coach and mentor targeted experts, development agents and processors engaged in apiculture value chain development. In collaboration with regional and woreda experts and development agents organize field days and experience sharing visits for bee keepers, input suppliers and processors Organize value chain alliance meetings, document the process, and follow up implementation of the action plan in collaboration with regional livestock and fisheries offices. Follow up the progress of new apiary site construction supported by ATA, and ensure that it is completed as planned based on the design provided. Manage and follow up baseline survey in the project targeted areas to collect quality data and support in data management and light analysis. Support beekeepers and processers in contract marketing, demand creation and promotion of new products and services. Develop linkages between input suppliers, producers, processors and output markets in the project regions. In conjunction with the regional agri-business development and marketing specialists, facilitate access to credit/finance to bee keepers and processors. Facilitate adoption of new technologies and other innovations by value chain actors that improve firm and industry performance to compete in end markets (e.g., investments in productivity, quality, efficiency, management, etc.) in collaboration with other firms. Support commercialization of honey and honey agri-business in the project areas. Identify change drivers and develop strategies for leveraging/facilitating their investments, innovation and for buying down risk (when needed). Identify short-term technical assistance (STTA) needs in the honey sector and assists in the process Support the ATA Gender and Health/Nutrition mainstreaming and environmental management plans to ensure that they are incorporated in the daily operations. Prepare annual, quarter and monthly work plan and progress report. Implement other related activities as required by the project lead and supervisors REQUIRED QUALIFICATIONS: BSC or MSc degree in Animal  sciences, Biology or related fields  with specialization in apiculture At least 6 (for BSc) or 4 (for MSc) years of experience in apiculture value chain development, bee   keeping extension, livestock development or related fields with a broad perspective on agro-chemicals and pesticides. Knowledge of current agricultural marketing systems, value chains and apiculture development issues in the project region in particular and in the country in general; Experience with project design, performance management, learning systems and monitoring & evaluation; Practical experience in business planning, business linkages between producers and markets and working across livestock value chains in Ethiopia; Experience in prioritizing and sequencing both programmatic and operational activities; Understanding of Ethiopia’s agriculture sector, with a broad perspective on how the entire system operates and how public, private and informal actors operate within the system; Highly facilitative and collaborative leadership style; Good data management and analytical skills; Ability to thrive in a fast-moving, start-up environment, with an emphasis on high-performance, teamwork, accountability and results; Ability to work effectively under pressure, and against strict time constraints Ability to build relationships with all kinds of people; Excellent adaptive problem-solver in challenging environment. POSITION SUMMARY: The Director of Internal Audit designs, leads and directs all internal audit activities to ensure proper controls, policies, procedures, etc. are in place so that the agency operations are effectively and efficiently carried out, agency assets are properly protected, financial data is reliable and has integrity, and the agency follows the applicable laws, regulations, policies, and procedures. The Director reports directly to the CEO of ATA and MOFEC. This individual has regular communications with MoFEC, Federal Audit Service and other government offices as required. The primary communications include the annual audit plans, results of audits including findings and recommendations and other reporting as required. The director works with senior management in the initiation, execution and closure of internal audit work to ensure proper scope, communication of findings and appropriate resolution of audit recommendations. ESSENTIAL DUTIES: Facilitate the ATA Risk Management process to identify, articulate, mitigate and manage material risks. Work with the management to develop annual audit plans to ascertain key risks are being properly mitigated. Evaluate and secure resource needs to complete the audit plan, including recruiting, managing, directing, developing, training, and mentoring audit staff as well as identifying, evaluating, engaging, and managing third party resource needs. Plan, prioritize, and execute the completion of internal audits while providing expertise in auditing and standards as well as other technical areas. Identify quality audit recommendations regarding internal control improvements and collaborate with SMT. Prepare internal audit reports thoroughly and accurately, and communicate timely results to CEO, SMT and MOFEC. Develop and execute a plan to ensure issues and recommendations are brought to closure and implemented in a timely manner. Through the introduction of a dedicated Data Analytics & GIS Unit within the Analytics team, we aim to strengthen our overall capabilities and use of data, geographic information, data-driven and geospatial analysis and visualization at the ATA.
