The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative. Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. POSITION SUMMARY: The ATA, in collaboration with the Ministry of Agriculture and Natural Resources (MoANR), the Ethiopian Institute of Agricultural Research (EIAR), and Ethio Telecom launched an Interactive Voice Response (IVR) and Short Message Service (SMS) system, the 8028 Farmers’ Hotline, to disseminate agronomic best practice advice to farmers/ development agents (DAs) year round. These agronomic best practices are encouraged to be utilized throughout the year and intended to improve the flow of information (1) between stakeholders implementing farmer-targeted interventions, and (2) towards the farmers that these interventions are intended to benefit. This system provides and collects information to farmers and decision-makers in four ways: (1) a call-in automated hotline (2) a push-based alert system using IVR/SMS (3) an IVR helpdesk that allows farmers to ask question and experts to respond to their inquiries (4) an IVR Survey that is pushed to all users of the system and the information is aggregated and shared with experts. The 8028 Farmers’ Hotline was first piloted in February 2014, in 21 woredas (districts) in the four main regions Oromia, Amhara, SNNPR and Tigray for approximately five months. Following the pilot, the ATA, in collaboration with its partners, expanded the 8028 Farmers’ Hotline nationwide. To date, the system has handled more than 30 million calls from 4 million registered callers. Users of the system can call into and receive information on a wide range of agricultural activities on all major cereal, pulses and high-value crops. Keypad menu options allow farmers and Development Agents to select their particular areas. Currently, the ATA has integrated a Helpdesk mechanism into the 8028 Farmers’ Hotline. This Helpdesk will enable smallholders and DAs to call into the system and ask specific agriculture related questions and have experts in their woredas answer these questions. The role of the Regional 8028 Farmers’ Hotline Project Officer (PO) is to assist smallholders and DAs by redirecting and managing the questions and responses submitted into the 8028 Farmers’ Hotline Helpdesk. The Regional 8028 Farmers’ Hotline PO will be responsible for implementing, expanding, and supporting the 8028 Farmers’ Hotline Helpdesk across designated woredas, in their respective region, may it be Amhara, Oromia, SNNPR, and Tigray. The PO will primarily work on the 8028 Farmers’ Hotline Helpdesk; reviewing incoming questions and answers, coordinating woreda experts and subject matter specialists, . The PO is also responsible with creating awareness at the various bureaus and offices of agriculture. The ATA is looking for a total of four POs, each PO will be expected to support each of the four regions listed above The first candidate, fluent in Amharic language, will be stationed at the ATA Amhara region branch Office, in Bahir Dar, and take field trips to various zones and woredas in the region and also the ATA’s Head Office, Addis Ababa The second candidate, fluent in Afaan Oromo, will be stationed at the ATA Oromia region branch Office, in Addis Ababa, and take field trips to various zones and woredas in the region The third candidate, fluent in Tigrigna language, will be stationed at the ATA Tigray region branch Office, in Mekelle, and take field trips to various zones and woredas in the region and also the ATA’s Head Office, Addis Ababa The fourth candidate, fluent in Sidaamu Afoo, and/or Wolayttatto language(s), preferably both, will be stationed at the ATA SNNP region branch Office, in Hawassa, and take field trips to various zones and woredas in the region and also the ATA’s Head Office, Addis Ababa This position will officially report to the ICT Team Lead. The position will be a 12-month contract, starting with a six-month probationary period. ESSENTIAL DUTIES: Work with 8028 Farmers’ Hotline Senior Project Officer to manage implement the 8028 Farmers’ Hotline Helpdesk across the designated woredas in your respective regions Provide Helpdesk support for smallholder farmers and DAs, by reviewing and curating all the submitted questions, and regularly follow up with woreda experts and subject matter specialists as needed Review the quality of each of questions and answers, and follow ups with both smallholders and responders Conduct visits to selected 8028 Farmers’ Hotline Helpdesk region/zone/woredas periodically to create awareness, build capacity, and ensure the system is being used properly Identify additional approaches to create awareness and train/inform smallholders and DAs about the 8028 Farmers’ Hotline at the region, zone, and specifically with farmers and DAs at the woredas level. POSITION SUMMARY: The ATA, with the support of the Bill and Melinda Gates Foundation (BMGF) and the Ministry of Agriculture and Livestock Resources (MoALR), developed an Ethiopian Agricultural Investment Mapping Project (AIM). This initiative will consist of convening government and donor partners and gathering information on their investment portfolios in order to develop a comprehensive picture of who is doing what, with whom, and where in the agriculture sector. The AIM Project aims to maintain and administrate an online database and a mapping tool, which outline all major investment taking place in the agricultural sector in Ethiopia by Government, bilateral and multilateral development agencies and other actors. The data collected will be uploaded onto an Agricultural Investment Mapping Tool, which will be tailored to fit the scope of the agricultural sector in Ethiopia. The database and Tool will categorize investment activities according to their geographical location and specific areas of intervention, aligned with Ethiopia’s Growth Transformation Plan II (GTP II). It will further outline major details about the investment projects (title, description, timeline, amount, etc.). Currently, the ATA is in the process of formally launching the tool and supporting the MoALR, government and donor partners populate and visualize their respective investment portfolios. After the information is uploaded, the information should increase coordination among GoE and Development Partners (DPs), harmonized allocation of resources and geographically targeted interventions in the agricultural sector. As part of the projects next phase, the AIM project team has been requested to begin engaging with the regions and design and implement a process of collecting the similar type of information for the regions. This initiative will support the regions, government, and donors get a clearer and more disaggregated observation of the investments and activities occurring in the regions. Towards achieving the objective of expanding the AIM tool into the four main regions, ATA will be working with Spatial Development International LLC (Spatial Dev – an international technology and data visualization firm) to assist in updating the system and ultimately hosting the system at the ATA.  The information and resources on the system will be accessible by users in the regions, zones, woredas, etc. ATA is seeking a qualified candidate to serve as a Project Officer on the AIM project. The Project Officer will assist in data management, database development and data visualization. The Data Analyst will work closely with Spatial Dev. This position will officially report to the Project Lead. The position will be a 6-month contract, starting with a six month probationary period. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status. The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative. Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. The senior analyst facilitate the organization and identifying of priority projects that are aligned with Agriculture Commercialization (ACC) Cluster initiatives and Ethiopian Agricultural Transformation Agenda deliverables. The analyst will closely follow and facilitate priority project development and track the completion of each stage within the specified constraints. This position will report directly to the Director of Project Portfolio Management Office. The Project Portfolio Management team sits within the Implementation Support (IS) Vertical, which strives to standardize project/program/portfolio management practices in the agency and elevate project management skill  of  ATA project teams that drive the impact and effectiveness of the ATA’s and partners’ work with smallholder farmers. As part of the PPM management team, the senior analyst will closely collaborate with PPM team, project team leaders, members within IS vertical, MOA staff and key stakeholders.  The position will be based in ATA Head Office. ESSENTIAL DUTIES: Liaise with PPM senior project managers, project leaders within ATA and ensure the implementation of agreed project management methods,  processes and tools throughout the project lifecycle across ATA Provide support to project teams on the use of project management process and tools Facilitate workshops  for project prioritization and development of priority Collaborate with the relevant unit in the IS/ATA on the collection, classification, analysis ,  interpretation and reporting  of  project performance data and KPIs Develop a mechanism to check  the accuracy of the project performance data Monitor the execution of priority projects  within approved schedule, budget and scope (without compromising quality) and produce performance reports including status, progress, variance, forecasting and trend when applicable Find interdependencies between projects and establish link between them Train  project team on project management processes , methodologies and tools Play a critical role in the promotion of the PPMO  implementation and Develop and maintain  project information organization systems Develop and support effective communication mechanisms between the project teams Carry out quality assurance review as required Develop and maintain  project information organization systems Regularly seek feedback from ATA and partner project teams, analyze the feedback and initiate improvement on project management methodologies,  processes,  tools and support Undertake any other related tasks as specified by the director. The SPM will support project team leaders and their teams in building their execution capacity to ensure that projects are delivered on time, on budget and with the targeted results. This execution capacity has been identified as a major bottleneck to the transformation of Ethiopia’s agriculture sector, and the person in this role will be on the front lines of creating national change affecting millions of smallholder farmers. This position will report directly to the Director of Project Portfolio Management Office. The Project Portfolio Management team sits within the Implementation Support (IS) Vertical, which strives to ensure execution of the right projects at the right time in a consistent way to deliver maximum  value to smallholder farmers. As part of the PPM senior management team, the SPM will closely collaborate with senior PPM team, project team leaders and senior members within IS vertical.  The position will be based in ATA Head Office. ESSENTIAL DUTIES Develop strategy for the identification, development and delivery of up-to-date and relevant project management trainings, tools and process that suits ATA  project teams needs and requirements Lead the development of  best practice project management processes, tools and trainings in collaboration with senior PPM team Promote, support, monitor and control the standardization of project/program/portfolio management practices across ATA in collaboration with Regional Senior PPMO managers Participate in the identification and prioritization of specific projects and activities that require enhanced project management support Mentor, train and coach the PPM, ATA and Implementation Partners’ project teams on  project management standards methodologies ,processes and tools Manage the project management  capacity of the project team and create a career path for the same Focus on enhancing the execution and delivery capacity of the ATA’s and Implementation Partners’ project teams by introducing  proven and adaptable project management process, techniques  and tools Hire, manage and develop junior PPM team members Develop the competency and maturity  of the PPMO and make it a central focal point of contact for project managers related to project management support request Recommend and implement  efficient and compatible PPM solution Ensures clear communication and coordination of training activities between federal and regional PPM team and other units in the vertical Collaborate with the relevant team within the IS vertical/ATA in managing project management knowledge Regularly survey ATA and partner project teams for feedback on improvements to project management tools, training and support Perform additional related tasks as assigned by the Director Job Requirements:   Master’s or Bachelor Degree in Business, Economics, Engineering or other relevant field with professional training in Project Management At least 8/10 years’ relevant professional experience with a Master’s Degree/Bachelor Degree respectively, in  direct management of large, complex, long-term projects in government, the private sector or in international development, including responsibility for people management, goalsetting, budgeting, work planning, meeting targets, and capacity building Experience working in developing countries is highly preferred Highly structured thinker and communicator – who can quickly and clearly envision and explain a system that makes people’s jobs easier.
