Job Description

Ministry of Labor and Social Affairs

The tasks under this assignment include, but are not limited to, the following:

  • Providing policy-level advise to MOLSA to formulate a vision and strategy for information Technology infrastructure and Management information systems development for the Labour and social affairs sector in Ethiopia;
  • Provide technical advice and support to the Ministry of Labour and Social Affairs to design, develop, implement and roll-out National labour administration MIS, benefit management system for social security and assistance schemes, management system for overseas employment management system, digital work permit system and MIS for expatriates working in Ethiopia and other broader system development aspects;
  • Work closely with and support the MoLSA ICT team in the design, development and implementation of a full-fledged high-quality National MISs using the most appropriate technology and piloting all operational steps;
  • Lead the preparation of an information technology solutions concept paper to design, develop and implement different data and information systems that facilitate to effective and efficient monitor and manage different labour and social welfare programmes of the ministry.
  • Provides advice, training, and hands-on technical assistance to the federal and regional labour and social affairs Bureaus and offices on a range of labour and social MIS technical and operational matters,
  • Assist MoLSA in overseeing the design and implementation of the Ministry information technology infrastructures development activities.
  • Ensure that new IT infrastructure and service implementation plans are current and that costs are accurately reflected in annual plans.
  • Ensure that information technology requirements are included in the design of the operational procedures for the labour and social programmes;
  • Ensure that business requirements are fully captured and documented in the functional requirements;
  • Review and monitor the quality of development to ensure consistency with functional and programme requirements as well as industry standards;
  • Provide technical support to the regional ALSA/BoLSA in the implementation of integrated Management and information systems;
  • Supporting MoLSA in the implementation of the MIS components including providing appropriate training for staff in the use of the MIS;
  • Ensuring the information technology infrastructure and services are fully integrated with all the systems necessary to facilitate the Ministry’s business processes as well as information sharing with Government and other stakeholders;
  • Provide data security plan for the distributed systems in liaison with Federal ICT Directorate and Regional ICT Officer and setup an effective disaster recovery and backup system at all levels;
  • Prepare and submit regular progress reports
  • Undertake any other duties that may reasonably be required in furtherance of the objectives of the ministry.

Job Requirement

QUALIFICATION: An ICT specialist with an appropriate MSC/BSC qualification in IT, MIS, Computer science.

WORK EXPERIENCE

  • 8year for MSC or 10 years for BSC in identifying, designing and implementing solutions for large-scale projects with technical components- including supervising, consultants and software developers; responsibility for business analysis, budgets, contracts, project management and procurement, etc.
  • Experience in supporting and coordinating project activities across a large organization and with other international partner organizations.
  • Experience with ICT hardware, mobile phones and web-based technologies
  • Experience in Open Source, mobile and emerging technology applied to labour administration and social protection is extremely desirable

  • Must have a hybrid background combining technical skills, strong conceptual ability to integrate the capabilities of available technology, the organizational needs and functions that technology must support.
  • Ability to interact with people from different disciplines, and with varying degrees of technical experience.
  • Demonstrated skills in human relations and team building.
  • Must have strong skills in business analysis and technical project management. Good written and oral communication skills a must presentation skills are an advantage.
  • Capacity to extract user needs and formulate them into a concrete and clear set of requirements.
  • Analyze requirements and coordinate the development of prototypes.
  • Experience building capacity of counterparts, mentoring and training;
  • Ability to quickly analyse, understand, interpret and covey complex scenarios and to strategize suitable and effective solutions;
  • Highly motivated, with strong initiative and good judgment. Able to contribute innovative and effective ideas, be receptive to new ideas and take calculated decision.
  • Able to collaborate with and manage other team members, Government of Ethiopia, service providers and other external collaborators.
