Position title: Communications Officer

Department: CRS Ethiopia Programs

Job Summary:: The CRS Ethiopia Communications Officer will be responsible for developing and executing a marketing plan for the CRS Ethiopia Country Program, in close collaboration with CRS’ Head of Programs, management team and program staff. The Communications Officer will liaise with and manage external consultants in photography, design, printing and event execution in support of the ‘marketing plan and will build CRS staff capacity in communications planning and implementation. A critical element to the job will be CRS’ brand management in Ethiopia, in-line with guidance and procedures from CRS’ global headquarters in the U.S., which may include media relations. The Communications Officer is a key member of the CRS team and will work closely with Program Managers on a variety of assignments and events, as well as with the Regional Information Officer who can provide guidance and essential links with HQ’s Marketing and Communications team.

Job Requirements:

Required qualifications:
  • Bachelor’s or Master’s degree in International Development, Journalism or Marketing and Communications.
  • Minimum of 5 years’ work experience for Bachelors and 2 years for Masters of work experience in media, marketing, public relations or journalism, experience working with INGOs or UN preferred.
  • Experience in event planning and managing communication strategies targeting a variety of audiences.
  • Proven organizational skills and ability to manage multiple tasks simultaneously without direct supervisory responsibility.
  • Ability to work with stakeholders on multiple levels, including government agencies. non-government organizations, donors, media groups and CRS staff.
  • Excellent English language skills, written and spoken

Position Title: Project Officer, HIV Case Based Surveillance

Location: Oromia and Addis Ababa, Ethiopia
Reports to: Senior Specialist, Strategic Information
Number of Vacancy: Two (one for Oromia Region and one for Addis Ababa City)
Terms of Employment: Contractual for one year with potential renewal

Purpose and Description
Two contract full-time HIV Case Based Surveillance Project Officers will work with NASTAD Ethiopia Senior Specialist for Strategic Information to assist Ethiopian Public Health Institute (EPHI) and Addis Ababa City Administration and Oromia Regional State Health Bureaus (RHB5), to implement HIV Case Based Surveillance (CBS) in these regions. The Project Officers will work closely with RHBs and selected health facilities to facilitate the Case Surveillance system’s day-to-day operation, contributing to and engaging in planning, implementation, performance monitoring, and evaluation activities. The Project Officers work closely with RHBs and EPHI to deliver his/her day-to-day work. He/she reports directly to the NASTAD Ethiopia Senior Specialist for Strategic Information.
Essential Functions

  • Provides technical support to Regional Health Bureaus on HIV Case Based Surveillance (CBS) program design, planning and implementation.
  • Provide straining on CBS program implementation for RHB staff, health facility and other system users.
  • Provides technical assistance to health facility staff to enhance their capacity to perform data collection, transfer and management, and quality monitoring and improvement.
  • Upholds the secure and confidential abstraction, extraction and transfer of data from health facility to Regional offices and Central Data Repository.
  • Facilitates setting up of reporting tools and materials for HIV case reporting.
  • Assists the Senior Specialist for Strategic Information with the development of implementation guidelines and procedures.
  • As instructed, represents NASTAD Ethiopia and the HIV CBS program at regional level meetings and forums.
  • Develops and maintains strong, proactive relationships with key stakeholders in the region.
  • Contribute to the preparation of annual HIV/AIDS surveillance report, presents data, and be prepared to speak about HIV/AIDS surveillance trends at regional level.
  • Assist the regions in developing strategic documents and road maps on CBS surveillance program.
  • Maintain knowledge of and adheres to NASTAD policies and procedures.
  • Performs other duties as assigned.

Job Requirements:

Minimum Requirements
Education and Experience
  • BSc or MPH/M5c in Public Health, Health informatics, Field Epidemiology, or related fields
  • Minimum of five years for BSc and three years for MPH/MSc of HIV/AIDS program experience
  • Strong and demonstrated experience in epidemiology, surveillance program, monitoring, and evaluation activities
  • Strong and demonstrated experience in training and group facilitation
  • Experience in data management and analysis, with a demonstrated confidence with statistics
  • Experience in HIV/AIDS epidemiological surveillance
  • Experience in developing and implementing program plans and managing trainings
Knowledge and Skills
  • Excellent written and oral communication skills, including presenting and explaining complex information in simple terms, in Amharic and English
  • Fluency in other Ethiopian languages preferred
  • Knowledge of best practices in HIV prevention, care and treatment, maternal and child health and associated Prevention of Mother to Child Transmission (PMTCT) services
  • Must be great mentor, manager, role model and team player/builder
  • Must have and meet high performance standards
  • Strong analytical skills with a demonstrated ability to write clear and accurate reports
  • Demonstrated ability to communicate effectively with partners, staff, and colleagues
  • Proficiency in Microsoft Office Suite with strong computer skills
  • Knowledge of data base system development preferred
