Ipas Ethiopia is an international non-profit organization working to improve women’s lives with focus on reproductive health. Ipas’s mission is to increase women’s ability to exercise their sexual and reproductive rights and reduce abortion related morbidity and mortality. The key programmatic and strategic directions that guide the organization’s functions include:
Expand access to safe abortion and contraceptive services to women, especially young women, and improve quality of care in both public and private health sectors.
Increase sustainable supply of abortion related technologies, particularly MVA and medical abortion
Expand women’s and young women’s awareness of their options and their ability to prevent and manage unwanted pregnancy
To create an enabling environment for comprehensive abortion care and contraceptive services and increase commitment and resources by stakeholders.
In light of the need to strengthen our relationship with stakeholders and expedite programme implementation, we are planning to hire the following position.

GENERAL DESCRIPTION: The Senior Finance Manager will be the member of the senior management team of the Ipas Ethiopia Office and provides high level support in the areas of accounting, donor and government reporting, budgeting, financial reporting and analysis as needed by the Ipas Ethiopia office and the North Carolina office. This position will also provide strategic leadership on financial management to Ipas Ethiopia and reports to the Country Director. This position also has a dotted reporting line to the NC Regional Finance team.
DUTIES AND RESPONSIBILITIES:
Oversee all finance and accounting activities of Ethiopia office including overall fiscal management, financial reporting and strategic support to Ethiopia office.
Directly supervise the Finance and accounting staff and exercise hiring and firing authority
Provide leadership in budget preparation and donor reporting. Oversee annual budget planning and coordinate any new proposal development
Support in review of various procurement and contracts, including medical procurement and lease agreements and ensure adherence to4he standard procedures.
Follow up outstanding advances and ensures all receivables are collected on a timely manner.
Manage the cash position of the country office and ensure regular cash flow for Country office operations.
Develop plans to minimize the country office exposure to currency exchange gains/losses.
Ensures accurate schedules of trial balance are updated monthly and maintained on a timely basis.
Prepare month-end reports and reconciliations and upload reports on Ipas’s website.
Formulate and regularly update financial policies and procedures to be used by Ethiopia Office
In coordination with the NC finance lead the annual local statutory audit. This also development of SOW for local audit, guidelines and procedures and identify competent statutory auditors for Ethiopia office.
Oversee the preparation of country office annual financial report and donor reports.
Conduct regular financial review to ensure income statement is balanced by source and fund for budget accuracy.
Review subcontracts and consultants agreements.
Review internal fiscal year budget grids.
Supervise the payroll function of the country office and ensure that the country office is complaint to the local labor regulations
Complete other duties as assigned by the Country Director
Advanced degree in Accounting, Finance with 7 - 10 years’ relevant work experience requireti.
Professional accounting certification preferred
Proficient in accounting standards and systems
Experience of managing large grant and bilateral government funding
Demonstrated strong computer skills required, experience with financial databases a plus
Non-profit accounting and fund accounting experience
Well organized, efficient, ability to multi task in fast-paced, deadline oriented environment
Excellent communication skills: Proficiency in English is preferred
Ability to manage a strong relationship with external stake holders mainly donors, government counterparts and other external counterparts.
Exposure to setting up new accounting ERPs and ability to handle transition to new systems.
Ability to take on support and nurturing profile and interested in mentoring, guiding and supporting teams in effective delivery of their own outputs
Ability to handle high level of work pressure.
Ability to work in a diverse environment with prior experience of interacting with senior leadership of an organization on strategic matters.
