Associate Director - Finance Operations

Purpose of the position:

To support the Finance Director in designing, developing and assessing organizational financial management strategies & systems that support WVE financial systems and operations.

The position oversees the accounting functions, financial reporting and analysis as well as providing technical support and supervision to Cluster Finance operations.  The incumbent will support the Finance Director in ensuring compliance with statutory donor regulations and ensuring the implementation of financial policies and procedures in the field for effective financial resource management, utilization and safeguarding of WVE assets.

The position will be responsible for managing ongoing relationships with the support offices, donors and other stakeholders for ministry effectiveness, with a particular focus on the Sponsorship funded programs.

The incumbent will be expected to exhibit and effectively communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others.


Major Responsibilities:

  • Ensure strong and positive leadership is provided to NO accounts, financial reporting and field cluster operations team and competent staff are hired
  • Coordinate professional and personal development for the finance staff through adequate orientation, on the job coaching, identification of training needs and opportunities
  • Ensure effective performance management as per WVI guidelines and standards
  • Ensure staff capacity is developed to enhance efficiency in execution of duties
  • Create an environment that enhances team development
  • Ensure positive supervisory skills are developed
  • Ensure all sponsorship projects are audited according to the donor requirements.
  • Ensure that findings and recommendations from audits and various NO accountability mechanisms are acted upon in a timely and effective manner in consultation with Operations Team.
  • Coordinate regular reviews of CPO internal control systems to mitigate risks and ensure accountability that will result in good audit ratings
  • Coordinate NO financial risk assessment and support the Finance Director in ensuring the implementation of the core risk mitigation measures identified.
  • Together with Associate Director Grants ensure the FD in ensuring that all Support costs and field costs chargeable to grants are charged and supported appropriately.
  • Ensure timely and accurate NO and AP financial reports submission to Support Offices.
  • Ensure the analysis of NO and CPO financial expenditure for management action to help in monitoring and effective decision making.
  • Provide leadership to the CPO Finance team to ensure monitoring visits to projects are done frequently and actions implemented.
  • Coordinate AP closeout procedures and ensure that phased out projects are in compliance with phase out guidelines
  • As a member of the Procurement Committee ensure compliance with WV International financial policies during procurement.
  • Coordinate the NO annual planning cycles across the NO.
  • Ensure myPBAS is updated and outstanding commitments followed up with the SOs
  • Ensure Local income is managed effectively – reconciled, monitored and annual reports prepared.
  • Develop the NO support costs budget and effectively monitor the budgets to CAL budget is within budget.
  • Ensure the budget position is monitored and regular updates provided Operations teams and the Leadership Team  and ensure corrective actions are taken as necessary together with Operations.
  • Ensure that professional and personal development of  NO finance staff is done through on­ the-job coaching, identification of learning and training needs and opportunities
  • Coordinate continuous capacity building  activities and programs on financial risk management  across the organization
  • Maintain effective communications and pro-active relationships with Support Office partners and donors.
  • In coordination with the Finance Director work closely with regional and ADP staff in the implementation of Partnership initiatives and enhance knowledge sharing within the department.
  • In the spirit of twin citizenship, contribute to knowledge sharing and collaborative learning through internal avenues such as the technical communities of practice.

Qualifications:  Education/Knowledge/Technical Skills and Experience

  • Minimum Bachelor Degree in Finance, Business Administration or related field Graduate Degree in Management or related field Able to leverage key opportunities to mitigate business risks
  • Able to work with minimum supervision
  • Supervisory and technical expertise in business processes development, internal controls, policies, and procedures
  • Excellent working knowledge of Local statutory  government/donor regulations and GAAP requirements
  • Able to articulate and communicate ideas well verbally and in writing
  • Fluency in English and local language
  • Good interpersonal skills
  • Good computer skills with working knowledge of SunSystems
  • Able to work in a cross-cultural environment with a multi-national staff
  • Minimum of 10 years’ experience in finance and accounting; with a good understanding of project management cycles in a complex, international development organization.
  • At least five years experiences at management level preferably with grants management experience as well
  • Experience with government regulations and financial reporting requirements
  • Certified Public Accountant, ACCA or its equivalent

Working Environment / Conditions:

  • Work environment:  Office-based with frequent travel to the field
  • Travel:  30% Domestic/international travel as required.
  • On call:  As required
