Organizational Context

The field associate is supervised by head of sub office or respective officer and performs a variety of functions related to field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The field associate may supervise some general service support staff.

The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to insure provision of services and resolution of problems and with external contracts generally with officials of national and international institutions, leaders of the refugee community, local population and/or implementing partners (IPS) on subject matters which may be of importance to the organization.


  • UNHCR’s policies, standards and procedures are constantly and coherently applied in the area of responsibility (AOR)
  • The needs of persons of concern in the AOR are assessed and analysed in a participating manner and using an age, gender and Diversity (AGD)perspective to form firm basis for planning


  • Monitor the situation in the AOR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
  • Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
  • Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
  • Keep regular contacts with local authorities and implementing partners as requested by supervisor
  • Act as interpreter when required
  • Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
  • Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
  • Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
  • In coordination with implementing partners, assist the reception, registration and provision of assistance to persons of concern to UNHCR.
  • Under take other relevant duties as required.


  • Negotiate with local authority counterparts, partners and populations of concern.
  • Represent UNHCR in physical monitoring of projects.

Job Requirements

Essential Minimum Qualifications and Experience:

  • Completion of the secondary education with post-secondary training certificate in business administration, law, political science or related field.
  • Minimum 6 years of previous job experience relevant to the function.
  • Computer skills.
  • Excellent knowledge of English
  • Knowledge of the local language Tigrigna

Organizational Context

The incumbent is supervised by the Programme Officer. S/he may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, programme objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Assistant Programme Officer. S/he is also expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.

The incumbent is required to have basic conceptual knowledge of programme management, be dynamic and able to take higher responsibilities progressively. S/he is supervised, coached and guided by the supervisor. The incumbent may not necessarily have direct supervisory role over other staff. However, it rests upon the supervisor of the post to make time specific arrangements subject to a given situation.

External contacts are predominantly with persons on subject matters of importance to the Organization's programme (e.g. counterparts in other organizations or at working level in national Governments counterparts or relevant departments). 


  • The needs of persons of concern in the country are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.
  • IP agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures.


  • Through a consultative process within the country and field visits, engaged in the development of the strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country.
  • Provide inputs for developing the Country Operations Plan for overall compliance with global strategic priorities and regional priorities as well as with annual programming/planning instructions.
  • Support and assist other offices in the preparation and processing of Project Partnership Agreements in a timely manner.
  • Assist in organizing a consultative process to ensure a consistent application of the organization’s criteria and policies for the selection of implementing and operational partners.
  • Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities.
  • Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyze UNHCR’s performance, trends and target interventions.
  • Under regular review of implementation rates (both financial expenditures and performance delivery) of the various offices and advise on remedial actions if implementation is low.
  • Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of assistance projects.
  • Assist in implementing the establishment of sound monitoring processes, in reviewing final reports and on progress in order to advise on any corrective actions required or the need for additional resources to reach planned target levels.
  • Draft and make inputs into programme-related reports 
  • Apply UNHCR’s corporate tools (e.g. Global Focus, Focus Client) to record data and assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level.
  • Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports.
  • Assist in monitoring compliance to the organization’s resource allocation framework, providing support and taking corrective action where required.
  • Monitor the implementation of IP Risk Management techniques and tools.
  • Performs other duties as required.


  • Provide inputs for the Country Operations Plan (including budgets, staffing levels and structures) as well as prepare inputs for funding submissions, appeals and reports.
  • Enforce compliance with UNHCR’s programme management rules and regulations, global strategies, protocols and guidelines.

Job Requirements

Essential Minimum Qualifications and Experience:

  • University degree or equivalent in Business Administration, Law, Economics, Social Science or related field
  • Previous job experience: 2 years of previous job experience relevant to the function. In an international. Capacity: 1 year.
  • Excellent knowledge of English and Knowledge of One Official language of Ethiopia
