Ethiopian Public Health Institute/EPHI/would like to invite qualified competent and interested applicant for the  PROCUREMENT OFFICER positions.  



Reporting to the Head of procurement section at EPHI and Food Science and Nutrition Research Directorate is responsible for overseeing all procurement activities of the Food Science and Nutrition Research Directorate. The PO will be responsible for all purchased items and reporting to procurement head and FSNRD at EPHI and will coordinate procurement activities ensuring all activities are in-line with EPHI and EU policies. The PO will be a member of the NIPN project implementing Team and will also be a member of the EPHI procurement case team. 

Main Duties include:

Procurement officer

  • Responsible for all purchase items in the NIPN project with efficient and effective use of the budget from accounting platform and procurement systems.
  • Review and submit payment documents for approval either to project coordinator or food science and nutrition research director or EPHI director or deputy directors general as needed.
  • Ensure adherence to national and European Union Finance Manual and the effective, transparent use of financial resources in compliance with policies and procedures, including the development and review of internal controls.
  • Ensure compliance with all local tax legislation, including value added tax deduction and statutory reporting.
  • Ensure efficient procurement of goods and services in a transparent and fully accountable manner, ensuring compliance with financial procedures, value for money and justifiable use of funds.
  • Develop and coordinate annual procurement plans in collaboration with EPHI Procurement team, and Finance team.
  • Liaise with the project implementing team and other key staff to determine their product and service needs.
  • Monitor business trends and product availability to pay the best price for goods and services without sacrificing quality.
  • Nurture relationships with suppliers to negotiate the best prices for goods and services procured.
  • Identify and research potential new suppliers.
  • Research new products and services to meet the organisation’s goals.
  • Assess total costs of company purchases


  • To prepare the annual procurement plan for the NIPN project as intended in the project implementation document.


  • Prepare and review a quarter procurement reports and submission to Food Science and Nutrition Research Directorate and procurement head at EPHI.
  • Communicate directly with EPHI Finance team on finance and with EPHI procurement team procurement matters.
  • Prepare donor reports and ensure they are consistent with underlying budget assumptions.


  • To liaise with audit to arrange and ensure timely completion of the year-end external audit.
  •  To organise any project audits as required

  • 6 months with possible extension to 18 months

Job Requirements


Essential Qualifications and Experience:

  • Qualified Procurement officer with relevant BA/MA qualification – ACCA/CIMA/CA/CPA.
  • A minimum of 6 years practical experience in a similar role in non-profit organization of which two years must be post qualification experience.
  • Good computer skills, including familiarity with financial software packages, Microsoft Word and Excel are essential. 
  • Experience of working with staff of procurement department,


  • Analytical and conceptual skills to plan project budgets, timetable agreed activities and oversee staff activities.
  • Outgoing personality with excellent communication and training skills.
  • Good team player, flexible and capable of working with a multinational country team.
  • Ability and willingness to travel to locations within country located in and overseas as required.
  • Good computer skills, including familiarity with Financial Software packages, Microsoft Word and Excel are essential.
  • A practical, pragmatic person able to exercise initiative and sound judgment, who will work at every level to get the job done.
  • Credible person who can influence at all levels.
  • A solution orientated person.
  • Detailed individual on figures and facts and someone who has worked closely with other key operational senior decision makers.

Desirable Knowledge

  • Understanding of the principles of international development.
  • Understanding of the place of Ethiopian Public Health Institute.
