Technical Assistance Senior Manager

  • 15+ years of experience, with 8 years of experience in building capacity and providing technical assistance in developing countries
  • Experience supporting governments in large financial investment transactions (over £2million) for/with the private sector
  • Experience working in one or more of the following DFID countries is required: Ethiopia, Kenya, Uganda or Rwanda
  • Experience working with investment promotion agencies/equivalent
  • Experience in complex areas such as customs, tax, exports, trade, enterprise zone, infrastructure financing issues
  • Experience in development of value chains / sectors or in market systems (“making markets work for the poor”) methodologies
  • Ability to lead large scale reform programmes
  • Ability to build effective relationships with clients from a wide range of professional and cultural backgrounds
  • Strong leadership capabilities and ability to effectively manage teams
  • Innovative, energetic, positive, and genuinely committed to achieving lasting change in your work


You will be part an upcoming investment promotion programme in East Africa and will be based in Addis Ababa, Ethiopia.

You will work with African Governments to support the attraction and retention of more and stronger FDI in key manufacturing sectors.

In this role you will provide flexible technical assistance to increase investments in manufacturing, tailored to the country needs. This will include providing support to identify priority problems, investment promotion agencies, local content units, trade facilitation, special economic zones, skills etc. You will also coordinate with and influence relevant partners to further the overall objectives and consolidate and share knowledge.

You will develop and manage relationships and generate demand for technical assistance across the programme. In this role, you will serve as the lead technical advisor and concept developer at the initial stage of the programme. Working closely with country leads, you will identify the technical assistance required across programme activities, based on the need. You will be responsible for overseeing lesson learning from across the programme’s portfolio and externally, identifying what works and what doesn’t work and why. You will lead on capability building across government and private entities.
