Health System Strengthening Advisor

Amref Health Africa is an African-led international health development organization headquartered in Nairobi, Kenya. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa envision to bringing lasting health change for Africain more than 30 countries across the continent. With a focus on women and children, the organization strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, water and sanitation and health systems strengthening. Amref Health Africa in Ethiopia has been working in Ethiopia since 2002 in close collaboration with the Federal Ministry of Health implementing a range of projects in maternal, neonatal and child health, reproductive health, health systems strengthening, health workforce development, water and sanitation, HIV/AIDS and non-communicable diseases across the country, supported by a wide range of multilateral and bilateral donors, corporates and foundations. 

 Amref Health Africa would like to recruit Health System Strengthening Advisor based in Addis Ababa (Country Office) and will report to Technical Director.


Program Overview

 Transform/HDR (Health Developing Regions)is a USAID funded five years RMNCH project. The project will be operational in the four Developing Regional States (DRS) namely: Afar, Benishangul - Gumuz, Gambella and Ethiopian Somali Regional States. Transform/HDR will be implemented in partnership with Amref Health Africa, Intrahealth International, Project HOPE and General Electric with the overall aim to end preventable child and maternal deaths, and further contribute to the achievement of the goals of HSTP. It is a women, children and girl-centered project, designed to increase access to integrated quality high impact MNCH-FP services; improve heath seeking behavior enhanced by reduced gender inequalities; and improved evidence-based decision making and program learning with sustainable health system strengthening


  1. Key Responsibilities
  • Provide technical and programmatic oversight, and ensure appropriate support for the implementation of program activities in the areas of health systems strengthening and quality improvement
  • Lead the implementation of Leadership Management Governance training, and ensure the translation of the training to improve governance and accountability at Regional and Woreda health offices
  • Actively and closely work with FMoH Health System Strengthening Directorate and Regional Health Bureaus to impact the health system for quality improvement and universal health coverage,
  • Advise and ensure Transform DRS project contribute to information revolution by improving the data-informed decision making at different levels of health system at the project operational areas
  • Advise and ensure proper implementation of phased expansion plan: initiation, execution and graduation of  woreda-based high-impact interventions
  • Advise on proper implementation of the roll out of clinical mentoring, service providers capacity building, and tailored management and coordination of technical support
  • Lead and/ support the development of innovations or improvements in the health system in collaboration with project team and partners
  • Facilitate the design of skills based training programs (manuals, continuous skills assessment and corresponding supervisory tools) that fit within overall capacity building strategies of the project.
  • Develop annual plans in collaboration with the Regional Offices and Central Office Program staff.
  • Work with regional offices and QA/QI to prepare periodic reports related to RH/FP activities and submits a consolidated report to the Technical Director on a timely basis
  • Prepare and track the utilization of budgets for his/her program area
  • Provide remote and on-site technical support and assistance in the design, development,    implementation, monitoring and evaluation of health system strengthening related interventions implemented by regional and sub-regional offices.
  • Strengthen the internal program integration and quality of follow up/support system
  • Conduct, measure and document changes in relation to his/her technical area
  • Prepare regular reports on accomplishments of the project with regards to the health system
  • Actively engage in regular project level thematic team based meetings and able to come up with innovative solutions to improve programming at TRANSFROM/DRS
  • Develop and work on ownership and sustainability strategies
  • Facilitate collaboration with other partners and stakeholders working in health system strengthening and promote partnership approach for all activities at various levels of the health system
  • Represent, as appropriate, project at national and regional level discussions/working groups with regards to health systems.
  • Perform other duties as requested by the project

Job Requirements

  • Minimum of Master’s degree in public health/health service management and related fields with minimum 10 years of relevant experience
  • Demonstrated in-depth understanding of Ethiopian health-care system and particularly of the Health Sector Transformation Plan and System Strengthening Strategies to Regions that require equitable development
  • Skill in strengthening service delivery programs, training, performance and quality improvement and monitoring and evaluation
  • Demonstrated knowledge and skills of leading and supervising teams
  • Budget planning and management skills
  • Strong oral and written communication and presentation skills in English
  • Familiarity with USAID or other USG administrative, management and reporting procedures and systems;
  • A team player but also able to work independently and to manage various activities on a daily basis with minimal supervision;
  • Knowledge on Microsoft Offices, and other statistical software
  • Ability to travel to project sites nearly half of its time



  1. Preferred Qualifications


  • Experience in working with or at various levels of the Ethiopian health system,
  • Demonstrated ability to lead new initiatives in the health system 
  • Recent experience of working with FMOH and/or RHBs.
  • Knowledge of more than one local language is advantageous 


Terms of employment: one year, with possible extension
