Position Title:     Temporary Finance Officer

Duty Station:           Dire Dawa

Employment term:  Contract of 3 months

Reports To:              DFSA Deputy Chief of Party, Finance & Compliance


 Job Summary:

 The Finance Officer will support the finance needs of CRS’ DFSA DiNER fairs  - focusing primarily on Dire Dawa and four woredas in East Hararghe.


CRS’ DFSA is implementing the CRS-pioneered Diversity for Nutrition and Enhanced Resilience (DiNER) voucher fair approach to assist vulnerable women and youth farmers to access drought-resistant, fast-maturing, certified seeds, saplings and cuttings for both nutritious (fruit, vegetable, pulses, orange-fleshed sweet potato) and staple (wheat, maize, sorghum) crops.


The Finance Officer will ensure that sufficient and quality document are accumulated, summarized and presented to the next level review that enable timey settlement for vendor Invoices. It is also required that the Finance officer to manage cash advances meant to facilitate the DiNER fair and do liquidation as per CRS policies and procedures.

Job Requirements

 Summary of Duties and Responsibilities:


-  Attend vendor assessments when required and provide a finance perspective. Share assessments to the DFSA DCoP for Finance and Compliance.

-  Participate in the DiNER fairs to generate a strong understanding of activities which should help in the next level of compiling claimed vouchers and redemption forms.

-  Ensure that all claimed vouchers match the codes, redemption vouchers and the vendor invoices, do summaries per vendor and forward the documents instantly for next level review.

-  In the event of inconsistency, make sure the findings are reported to Purpose 2 lead, DCoP Finance and Compliance and to the vendor.

-  Crosscheck the claimed vouchers are linked to beneficiary names, PSNP ID, codes and the validity of the vouchers.

-  Ensure the 35$ (Birr equivalent) are properly utilized by each beneficiary as per Crop and Livestock vouchers percentage allocation

-  Prepare list of finance/administrative/compliance items required for DiNER fairs and prepare PR for approval by Purpose 2 lead or the DCoP Programming.

-  Prepare cash requests 7 days in advance of each Fair cash to facilitate purchase of items and other payments before and on the day of the DiNER fair.

-  Ensure to summaries and settle expenditures and present for next level review and approval.

-  Ensure to collect valid invoice that supports the expenditures.

-  Where required, make sure to have quotations and summary of winner being approved by team/ Woreda DiNER Fair Technical Committee Ensure the Woreda DF technical committee price recommendation vs. beneficiaries utilization in coordination with project officers

-  Effective Market Assistants and Woreda Technical Committee per diem payments and other expenditures needed for DiNER Fair 


v  Required qualification:


-  BA degree in accounting

-  At least 3 years relevant experience

-  Experience in working remote areas are preferable

-  Affan Oromo Language ability is preferable

-  Competency in MS excel is required.

-  Good communication and interpersonal skills

-  Good reporting skills
