Background of the Project


Horti-LIFE (HL) is funded by the Embassy of the Kingdom of the Netherlands (EKN) and implemented by SNV-Ethiopia in cooperation with the Ministry of Agriculture. The aim is to contribute to the horticulture sector growth and reduce malnutrition by strengthening the extension service to improve the production, productivity, and food safety in the horticultural sector in gender-balanced and nutrition-sensitive way.


Context and purpose of the job


The project team consists of an international team Leader, a deputy team leader, and experts on horticultural production, fund management, seed multiplication, micro-finance, plant protection, monitoring and evaluation, gender, and nutrition. Each of the seven regions where the project works, has a regional manager (one regional manager covers 4 regions in the south) and senior horticultural experts, in addition to some 60 horticultural field staff working at woreda and cluster levels.


The Database manager is part of the Horti-LIFE III project and is responsible for handling project overall data systems. The data is entered, maintained and updated in LogAlto platform for which the Database manager will support and communicate with the national and regional project teams. The purpose of the job is to ensure that all project data are collected, verified, stored, interpreted, and reported with best quality possible.


Job Description


Planning:


Plan the overall data-related activities and budget of the project.


Establish rules and implement strategies for effective data management (data storage, archival, retrieval systems and data sharing procedures).


Formulate techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data.


Implementation:


Automate data collection tool of Cost-Benefit-Analysis (CBA) of Internal Reviews (IR sessions), clean & analyse the data.


Coach field staffs for data entry on LogAlto, monitor data accuracy & review/verify the data on the LogAlto platform.


Financial & Administrative Management:


Communicate with the Project Assistant on the financial, administrative & procurement issues that are applicable—when required.


Provide support for the annual data management related budgets.


Monitoring, Evaluation & Reporting:


Analyse the development and use of data systems, and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.)


Extract data from the LogAlto system, generate insights through data analysis, present the data via different visualisation techniques and assist in preparing comprehensive project reports for project partners.


Networking, Learning & Representation:


Communicate mainly with all MEAL Advisors (both at national & regional levels).


Work with IT teams to address any possible technical/troubleshoot data-related issues of the project, implement database recovery updates, safety protocols, and authorize maintenance or modifications, as needed.


Perform any other related duties assigned by the project Manager & the MEAL Advisor.


Qualifications


Minimum of bachelor’s degree (master’s degree preferred).


Experience:


six years of experience in one of the following topics: M&E database management and analysis, Agricultural Economics, Knowledge management.


Additional Skill:


Well demonstrated expertise/experience in large amounts of donor funded (Agricultural) data (database) management: ability to analyse, interpret, and organize.


Proficiency in and having practical experience working with different digital data management platforms & sound knowledge of data governance principles.


Strong Microsoft office and data visualisation skills—using different tools.


Energetic and motivating attitude; proactive and solution oriented.


Excellent analytical mindset, oral and written communication, teamwork & advisory skills


Besides fluency in English (working language of SNV) and Amharic, speaking more local languages has an added advantage.
