Purpose of Assignment

The consultant will provide technical assistance to develop a comprehensive transferable/life skills education module for adolescents (15–18 years) in schools and non‑formal training settings. The module will:

  • Align with global and national frameworks.
  • Integrate into Ethiopia’s formal curricula as a co‑curricular program.
  • Incorporate gender‑transformative, inclusive, and adolescent‑responsive approaches.
  • Equip adolescents with cognitive, social, and emotional skills to support school completion, higher education, vocational pathways, and informed life decisions.
  • Promote resilience, social cohesion, and peacebuilding competencies within the Humanitarian‑Development‑Peace (HDP) nexus.

Scope of Work

  • Desk Review: Analyze existing curricula and frameworks.
  • Module Development: Design and digitize transferable skills content.
  • Stakeholder Consultation: Engage MoE, REBs, MoWCA, BoWCAs, and partners (ILO, UNHCR, World Bank, NGOs).
  • Capacity Building: Develop ToT guidelines and train facilitators.
  • Validation: Pilot, refine, and finalize module for MoE approval.

Deliverables

  • Inception report and mapping study.
  • Draft and final transferable skills module.
  • Digital content version of the module.
  • Monitoring & Evaluation tools.
  • Training of Trainers (ToT) manual and sessions.
  • Final report with lessons learned and recommendations.

Qualifications

  • Advanced degree in Education, Gender, Curriculum Development, Social Sciences, or related field.
  • Minimum 8 years of relevant experience in skills development and education systems, preferably in developing country contexts.
  • Proven experience producing teaching/learning materials for adolescents.
  • Strong knowledge of Ethiopia’s education sector and global youth empowerment issues.
  • Ability to provide technical advice and collaborate with government counterparts.
  • Experience in fragile or humanitarian settings is highly desirable.
