UN Women works to eliminate discrimination against women and girls, empower women, and achieve equality across development, human rights, humanitarian action, and peace and security.
The Women, Peace and Security (WPS) Agenda, anchored in UN Security Council Resolution 1325 and subsequent resolutions, emphasizes women’s participation in peacebuilding and conflict resolution. National Action Plans (NAPs) are key tools for implementing this agenda.
Ethiopia began drafting its first NAP in 2021. To finalize it, a robust costing and budgeting process is required to ensure transparency, accountability, and effective resource allocation. This consultancy will support Ethiopia in developing a costed NAP, enabling measurable progress in WPS priorities.
Scope of Work
Key Responsibilities
- Align NAP log frame with costing framework
- Prepare templates with outcomes, outputs, and activities before workshops
- Analyze government budgeting and align with Ethiopia’s draft NAP
- Facilitate a three‑day costing workshop with the National Technical Committee
- Conduct a one‑day donor workshop on NAP costing and budgeting
- Develop a roadmap for presenting the NAP budget, including fundraising strategy
- Create quantitative and qualitative tools for costing matrix and data collection
- Provide technical support during validation meetings
- Finalize Ethiopia’s costed NAP on WPS

Required Skills and Experience
Education
- Master’s degree in gender studies, peace and security, human rights, social sciences, or related fields
- PhD is an asset
- First‑level degree plus two years’ additional experience may be accepted
Experience
- Minimum 7 years in WPS, gender, peace, and conflict fields
- Proven experience in costing and budgeting NAPs (samples required)
- Strong understanding of Ethiopia’s WPS context and peacebuilding architecture
- Experience facilitating workshops on costing and budgeting
- Excellent analytical, organizational, and presentation skills
- Fluency in English required
