Background

UN Women, under the UN mandate for gender equality, works to eliminate discrimination against women and girls and strengthen their participation in peacebuilding. Ethiopia has drafted its first National Action Plan (NAP) on Women, Peace and Security, and this consultancy will finalize the plan by developing a comprehensive costing and budgeting framework.


Purpose of the Assignment

The consultant will:

  • Align the NAP log frame with a costing framework.
  • Facilitate a three‑day costing workshop with Ethiopia’s National Technical Committee.
  • Conduct a one‑day donor workshop on NAP costing and budgeting.
  • Develop a roadmap for presenting the NAP budget, fundraising strategies, and approval processes.
  • Finalize the costed NAP and support validation meetings.

Deliverables

  • Tentative workshop outline for technical committee and donors.
  • Aligned NAP log frame with costing framework.
  • Four‑day workshop (3 days with technical committee, 1 day with donors) and workshop report.
  • Roadmap for next steps, including fundraising strategy.
  • Finalized costed NAP on WPS.
  • Follow‑up meeting report with steering/technical committee.

Qualifications & Experience

  • Master’s degree in Economics, Business Administration, Gender Studies, Peace and Security, Sociology, or related fields (PhD is an advantage).
  • At least 7 years’ experience in Women, Peace and Security, gender, peacebuilding, or conflict resolution.
  • Proven expertise in costing and budgeting NAPs (samples of previous work required).
  • Strong understanding of Ethiopia’s government financial systems.
  • Experience facilitating interactive workshops on costing and budgeting.
  • Excellent analytical, organizational, and presentation skills.
  • Fluency in English and Amharic.
