Role Overview
Under the supervision of the Senior Programme Officer (Protection) and Programme Officer (Protection Emergencies), the National Officer will provide direct oversight of the Protection Non‑emergencies portfolio, including daily management of Migration Response Centres (MRCs), Counter‑Trafficking, and Community Outreach. The role also supports planning, budgeting, liaison, communications, and reporting.
Key Responsibilities
- Coordinate and monitor operational, administrative, and financial aspects of projects
- Keep supervisors informed on implementation status and suggest improvements
- Develop and adjust work plans, budgets, and monitoring tools
- Collect, verify, and analyze data; update information systems and social media platforms
- Prepare and disseminate project reports in line with donor requirements
- Liaise with donors, partners, UN agencies, local authorities, and government counterparts
- Organize and deliver capacity building activities for staff and partners
- Attend conferences, workshops, and coordination meetings
- Prepare project proposals, concept notes, and communication products
- Supervise and train project staff; provide technical guidance
- Undertake duty travel for monitoring, assessments, and liaison
- Perform other related duties as required
Qualifications
Education
- Bachelor’s degree in Political/Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields with 2 years of experience; OR
- Master’s degree in the above fields
Experience
- Liaising with government, UN agencies, NGOs, and institutions
- Working with migrants, refugees, IDPs, and trafficking victims
- Experience in complex protection programming with multiple interventions
- Project management, results‑based management, and MEAL experience
- Humanitarian or development programming related to migration and displacement
Skills
- Strong understanding of migrant protection and trafficking issues in Ethiopia/region
- Knowledge of Protection Information Management systems (asset)
- Excellent interpersonal, cross‑cultural, and diplomatic skills
- Capacity building expertise for staff and partners
- Strong reporting and organizational skills
- Proficiency in Microsoft Office and SharePoint
- Knowledge of IOM protection standards and global frameworks
Languages
- Fluency in English required
- Working knowledge of Amharic desirable
