Job Overview
The Head of Procurement and Contracting will lead the Procurement & Contract Unit within the Social Transformation Cluster. This role requires strong leadership, technical expertise, and the ability to manage complex procurement processes in compliance with GIZ and donor regulations. The position offers the opportunity to contribute to impactful projects that drive social transformation in Ethiopia.
Responsibilities and Duties
- Lead, develop, and supervise the Procurement & Contract Unit in line with GIZ and donor requirements
- Prepare service and financing contracts in compliance with procurement rules and regulations
- Provide strategic advice on procurement strategies, contract modalities, and implementation arrangements
- Coordinate with GIZ country office, headquarters, and cluster stakeholders for smooth service delivery
- Assess partner capacities and eligibility for financing arrangements
- Improve procurement workflows with a focus on standardization, transparency, and service orientation
- Design and maintain procurement-related systems, databases, and reporting tools
- Drive capacity building within the Procurement & Contract Unit and the Social Transformation Cluster
Qualifications
Required Criteria (Kick-out Criteria):
- Bachelor’s degree (or higher) in Business Administration, Management, Finance, Law, or related field
- Minimum of 5 years’ professional experience in procurement management at central office or comparable organizational levels
- Fluency in English (oral and written)
Desired Criteria:
- Hands-on experience in end-to-end procurement and contract management in compliance with donor regulations
- Experience coordinating complex procurement processes with multiple stakeholders, including international requirements
- Ability to advise teams on procurement strategies, financing options, and risk mitigation
- Strong experience with procurement software and digital workflows
- Leadership and capacity-building experience
- International professional or academic experience is an asset
