Job Overview

IOM is seeking a Migration Health Officer – Surge and Technical Assistance to support Ministries of Health in strengthening health service capacity to prevent, detect, and respond to infectious diseases and other public health threats in cross-border communities and mobility corridors. This role aligns with IOM’s Health, Border and Mobility Management (HBMM) Framework and contributes to U.S. Global Health Security and Diplomacy (GHSD) funded projects.

The officer will deliver technical assistance, monitor project progress, and provide operational surge support for preparedness and response to disease outbreaks and other public health emergencies.


Responsibilities

  • Provide technical assistance to IOM country offices on health service delivery models for US GHSD funded projects.
  • Coordinate and facilitate project implementation with regional and country offices, ensuring compliance with donor requirements.
  • Deploy surge support to countries with emerging needs, guiding field teams on risk communication, IPC, and disease surveillance.
  • Develop and review mission reports, SOPs, and tools for outbreak preparedness and response.
  • Support Population Mobility Mapping (PMM) exercises and ensure alignment with institutional guidance.
  • Work with M&E focal points to improve project data quality and reporting.
  • Ensure visibility of project activities through success stories and communications.
  • Contribute to new project proposals and identify opportunities for health security programming.
  • Undertake duty travel to evaluate program effectiveness and provide technical recommendations.
  • Attend coordination meetings with donors, government counterparts, and partners.

Qualifications

Education:

  • Master’s degree in Public Health, Epidemiology, Health or Nursing Sciences, or related field with 5 years of relevant experience; OR
  • Bachelor’s degree in the above fields with 7 years of relevant experience.

Experience:

  • Minimum 5–7 years in humanitarian or public health emergency operations, including outbreak preparedness and response.
  • Experience supporting government surveillance systems, cross-border health coordination, and infection prevention measures.
  • Familiarity with Population Mobility Mapping methodology and tools.
  • Experience developing SOPs and conducting simulation exercises.
  • GIS expertise (ArcGIS) is an advantage.
  • Field experience in African humanitarian/public health emergencies required.

Skills:

  • Strong knowledge of public health surveillance and response at points of entry and cross-border settings.
  • Excellent communication, presentation, and writing skills.
  • Advanced computer literacy (Microsoft Office).
  • Ability to work effectively with diverse teams and stakeholders.

Languages:

  • Fluency in English required.
  • Working knowledge of another UN language (Arabic, Chinese, French, Russian, Spanish) is an advantage.
