Job Overview:
The African Union (AU) is seeking an experienced Head of Human Resources Management (HRM) to lead the Africa CDC HR Division. This role involves developing and executing HR strategies, policies, and programs, including recruitment, employee relations, payroll, performance management, and employee engagement. Based in Addis Ababa, Ethiopia, this senior leadership role ensures compliance with AU policies while promoting a culture of diversity, equity, and inclusion (DEI) across the organization.
Key Responsibilities:

Lead the HRM Division, including recruitment, HR administration, employee engagement, payroll, reward and recognition, and HR systems management.

Develop and implement effective employment policies aligned with AU Staff Regulations and organizational objectives.

Provide leadership, mentoring, and professional development to HR staff, ensuring knowledge sharing and adherence to professional standards.

Ensure compliance with AU Staff Regulations, international HR best practices, and relevant labor legislation.

Drive organizational change, culture transformation, and strategic HR initiatives to enhance workforce productivity and retention.

Coach and support senior managers in people management and workforce planning.

Champion diversity, equality, and inclusion initiatives in alignment with AU values.

Prepare reports on HR, payroll, and learning & development metrics.
Qualifications & Experience:
-
Master’s Degree in Human Resources Management, Public Administration, Business Administration, Psychology, Education, or related field.

Minimum 12 years of progressive HR experience, with at least 7 years in managerial roles and 5 years in direct supervisory positions.

Proven senior leadership experience in HR functions, including recruitment, performance management, payroll, employee relations, and HR operations.

Experience in policy development, HR analytics, and organizational change management.

Track record of managing multicultural teams in international or regional organizations.

Strong communication, leadership, interpersonal, and strategic thinking skills.

Ability to handle complex and sensitive issues with professionalism, discretion, and confidentiality.

Familiarity with HR information systems.

Tenure of Appointment:
-
Regular term contract for three years, with the first 12 months as a probationary period.

Renewable for two additional years based on performance.
Remuneration:
-
Indicative basic salary: US$ 50,746 per annum (P5 Step 1)

Post adjustment: 46% of basic salary

Housing allowance: US$ 26,208 per annum

Education allowance: Up to US$ 10,000 per child per annum for internationally recruited staff; max $3,300 per child for locally recruited staff.
