GENERAL MISSION

The Data and AI Specialist plays a central role in transforming raw operational, contextual, and field-collected data into meaningful, accessible intelligence that supports programmatic, strategic, and operational decisions within the Humanitarian Mine Action (HMA) program in Ethiopia. This position leads the application of data science methodologies and the integration of artificial intelligence tools to enhance the overall efficiency, effectiveness, and responsiveness of HMA operations.

The Specialist is responsible for generating actionable insights from HMA data, streamlining workflows for planning, risk analysis, and reporting, and democratizing data use by developing intuitive tools and visualizations accessible to non-technical staff such as Team Leaders, Technical Field Managers (TFMs), Program and MEAL Managers. In doing so, the role supports evidence-based decision-making, enables adaptive programming, and fosters a culture of data-informed operational excellence.

In addition, the Specialist leads the design and implementation of the HMA AI Strategy in Ethiopia. This includes engaging with AI solution providers, academic institutions, research partners, and humanitarian stakeholders to land and adapt practical AI applications for the humanitarian mine action context. The role also aims to bridge the gap between innovation and operational reality, ensuring AI tools are ethical, impactful, and accessible to frontline users.

MISSIONS / RESPONSIBILITIES (but not limited to):

Mission 1: Business Intelligence & Decision Support
- Design and maintain interactive dashboards (e.g., Power BI, Tableau, Looker Studio) for operational monitoring, performance tracking, and donor reporting.
- Translate operational data into strategic insights (e.g., trends in hazard area reports, incident patterns, survey productivity).
- Develop customized datasets and visualizations for strategic planning and donor presentations.
- Generate and disseminate situation-specific analytics to guide prioritization (e.g., for EOD response, NTS deployment, VA outreach).

Mission 2: Data Science & AI Application
- Lead the implementation of AI tools aimed at enhancing operational workflows (e.g., report generation, risk mapping, HA classification).
- Collaborate with HQ specialists and AI consultants to train and apply machine learning models to spatial, temporal, and textual data.
- Develop NLP-based tools for automatic report summarization, incident classification, and SOP compliance checks.
- Create user-friendly AI interfaces to support Team Leaders and TFMs in their day-to-day planning and data interpretation.

Mission 3: AI Strategy Leadership & Sector Engagement
- Lead the design and implementation of the Ethiopia HMA AI Strategy, aligned with HI’s global innovation priorities.
- Engage and coordinate with AI solution providers, research institutions, academic partners, and international stakeholders to identify and adapt cutting-edge AI tools for HMA and humanitarian use.
- Promote the humanitarian and HMA-specific use of AI, bridging the gap between technical innovation and field reality.
- Actively mobilize the AI sector to identify and land practical, ethical, and scalable solutions relevant to the Ethiopian humanitarian context.
- Represent HI in technical fora and innovation networks related to AI for humanitarian action and operational efficiency.

Mission 4: Research, Desk Survey, Planning, and Analysis Support
- Support desk surveys and operational planning through data aggregation from internal and external sources (e.g., conflict databases, remote sensing, demographic data).
- Build predictive models to identify potential contamination zones or prioritize areas for survey and clearance.
- Generate analytical layers and thematic maps in collaboration with the IM/GIS officer to feed into operational prioritization.

Mission 5: Capacity Building & Accessibility
- Design training materials and guidance documents to support non-specialist users in interpreting dashboards and using AI-powered tools.
- Conduct capacity-building sessions with HI staff and partners on data interpretation, visual storytelling, and basic analytics.
- Ensure inclusivity and usability of digital products by incorporating feedback from field teams.

Mission 6: Strategic and Innovation Leadership
- Act as the focal point for HI Ethiopia HMA’s digital transformation and innovation roadmap.
- Ensure alignment with HI data protection policies, ethical AI principles, and global best practices in HMA innovation.

About You

Academic background
o Advanced degree in Data Science, Artificial Intelligence, Computer Science, Applied Mathematics, or a related field.

- Technical Skills:
o Proficiency in Python or R for data science and machine learning.
o Experience with Power BI, Tableau, or similar BI tools.
o Familiarity with geospatial data and GIS tools (QGIS, ArcGIS).
o Strong knowledge of AI frameworks (e.g., TensorFlow, Scikit-learn, Hugging Face).
o Understanding of database management and data integration (SQL, APIs).
o Proficiency in developing user-oriented dashboards and applications.

- Professional Experience:
o At least 3 years of experience in a similar role (data analysis, AI integration, BI), preferably in humanitarian or development sectors.
o Experience applying data analytics in operational environments (e.g., logistics, public health, security, or mine action).
o Experience working with AI vendors, research bodies, or academic institutions on real-world deployments.
o Experience in Mine Action or emergency operations settings.
o Familiarity with IMAS, humanitarian data standards, and innovation in field operations.
