About the Mission

SI is expanding its presence in East Africa and seeks a qualified Head of Programs to support the Country Director (CD) in Ethiopia. The Head of Programs will lead operational planning, program coordination, and staff supervision while ensuring programs meet SI’s quality and humanitarian standards.

The team includes a Head of Support Services and field coordinators (FCs) deployed across intervention areas. The mission is currently in the opening phase, with an evolving organizational structure.


General Objectives

  • Support the Country Director in developing, implementing, and monitoring humanitarian programs
  • Supervise and coordinate SI programs at country level
  • Ensure operational compliance, quality, and efficiency

Key Responsibilities

  • Provide strategic orientation and program planning
  • Coordinate operational monitoring and reporting
  • Manage program teams and ensure effective collaboration
  • Ensure donor compliance and proper documentation
  • Contribute to proposal development and country intervention strategy

First 2–3 Months Priorities

  • Launch activities with coordination and base teams
  • Recruit, induct, and train program staff
  • Monitor ongoing activities with FCs, ensuring planning and technical requirements are met
  • Support the design and writing of new proposals

Terms of Employment

  • Salary: From EUR 2,860 gross/month (2,600 base + 10% annual leave allowance)
  • Per Diem: USD 750/month
  • Accommodation & Travel: Covered by SI
  • Breaks: 7 working days every 3 months + USD 850 break allowance
  • Insurance: Full coverage including medical, dental, ophthalmology, repatriation, and war risks

Qualifications & Experience

  • Education: Master’s Degree in Humanitarian/Development Studies, Social Sciences, Management, or related field
  • Humanitarian Experience: 5+ years
  • Similar Role Experience: 3–4 years

Technical Skills

  • Knowledge of donor policies (ECHO, BHA, CDCS)
  • Experience working with local authorities and strong administrative regulations
  • Strong reporting, writing, and partnership management skills
  • Expertise in WASH, FSL, Shelter programs
  • Experience in mission opening phases
  • Consortium and NGO partnership management (MoUs, governance, negotiations)

Transversal Skills

  • Strong management and leadership skills
  • Excellent communication, networking, and organizational skills
  • Cross-cultural sensitivity and team-building skills
  • Ability to develop and implement a humanitarian vision and strategy
  • Prior SI or similar NGO experience is an asset
  • Experience in East Africa is an asset

Languages

  • English: mandatory
  • Local languages: asset
