Tasks to be performed by the contractor
The contractor is responsible for providing the following services:
• To determine the strengths and weaknesses of RCCN participating institutions
• Conduct a mapping of available training resources in the RCCNs
• Determine the gaps for intervention to ensure RCCNs have the training capacity comparable to global benchmarks
• Develop a costed capacity building plan for each RCCNs
• Facilitate stakeholder engagements to support the implementation of relevant training initiatives
• Support the RCCNs with micro-planning in preparation for implementation of training initiatives.
The contractor will be engaged to conduct desk reviews, develop and validate the documents through focus group discussions with relevant stakeholders from the RCCNs. The work will be organized into these segments:
1. Determine the human resource capacity gap for biomanufacturing training:
o Estimate number of relevant staff required for the PHAHM recommended biomanufacturing training programmes in individual institutions and the RCCN
o Use customized training needs assessment, leveraging continental training needs assessment report, to inform and prioritize human resource requirements
2. Determine the infrastructure and equipment capacity gap for biomanufacturing training:
o Identification of available relevant infrastructure, including digital learning platforms (Learning Management Systems) and laboratory equipment for biomanufacturing training
3. Identify and compile the essential infrastructure and equipment needed for education and hands-on training in biomanufacturing.
4. Stakeholder engagement:
o Identification of key stakeholders involved in or impacted by the analysis
o Plan and hold stakeholder engagement, including consultations, workshops, and feedback mechanisms.
o Engagement with the PHAHM Talent Development Taskforce
5. Prioritize regional training programmes
o Engage stakeholders to priorities the training programmes to be implemented by the RCCNs
o Determine training programmes to be hosted by each participating institution in the RCCN
o Support the micro-planning for the implementation of priority training programmes
6. Develop the capacity building plan:
o Design a costed plan to develop the human resource for effective implementation of the RCCNs
o Design a costed plan to upgrade the training facilities and equipment for effective biomanufacturing trainings in the RCCNs
o Develop the capacity building plan to plug any other identified gaps
o Develop an implementation plan, indicating all resource requirements, for the proposed capacity building plan
o Support the micro planning for the implementation of the capacity building plan
7. Validate the capacity gap analysis report, capacity building plan, and other relevant documents:
o Organize a validation meeting with the relevant stakeholders to validate and adopt the developed documents.
The contractor implements the following workshops:
1. Stakeholder consultative meetings in each country of assignment: 5 in total
• Format : in-person workshops
• Content : stakeholder engagement meetings to collect relevant data for the task

All stakeholder engagement reports, expected outputs and relevant documents from this consultancy will be submitted to GIZ and the Africa CDC. The deliverables should be validated by the RCCN stakeholders and PHAHM Talent Development taskforce through a validation workshop.
