Health Program Lab Supply Plan and Requisition Order (RO) Management Consultant
Background
MSH is the prime contractor to the USAID-funded Supply Chain Strengthening (SCS) Activity. SCS Activity is transitioning the technical activities from GHSC-PSM which is phasing out. The Activity’s interventions focus on supply management of HIV/AIDS, TB, Malaria, and Maternal & Child Health Program Products, including laboratory reagents, especially for the HIV/AIDS, TB and Malaria Programs. Quantification is key component of the supply chain system as it is the basis for the procurement of commodities. The supply management of laboratory commodities requires expertise in the area with the necessary competencies. This SOW is developed for the short-term consultancy assignment (3-months) to support SCS in demand forecasting, supply planning, requisition order placement, and procurement and pipeline monitoring of HIV/AIDS, TB and Malaria laboratory commodities. The consultancy assignment is targeted at building capacity of the SCS and government staff.
Objective/overall deliverable
- To capacitate SCS staff on the forecasting and supply planning of HIV/AIDS, TB and Malaria laboratory commodities using QAT.
- To capacitate SCS staff on creating and submitting requisition orders for the procurement of HIV/AIDS, TB and Malaria laboratory commodities using ARTMIS.
- To engage in supply plan revision and create and submit requisition orders for the procurement of HIV/AIDS laboratory commodities.
- To undertake procurement follow-up, monitor stock status and pipeline information.
Description of services to be provided by the consultant
Under the supervision of the Forecasting and Supply Planning Manager/Supply Chain Lead, the Laboratory Supply Plan and RO Management Consultant will undertake the following tasks.
- Gather forecasting data, analyze historical trends, research demand drivers, develop statistical forecasts, evaluate forecast results for health program laboratory commodities.
- Provide technical support in the development of specifications, forecasting and regular supply plan revision of health program laboratory commodities.
- Create requisition orders on ARTMIS based on supply plans and unplanned requests from USAID for laboratory commodities.
- Monitor in- country stock status and pipeline for HIV/AIDS, TB and Malaria Program laboratory commodities.
- Under procurement follow-up and pipeline monitoring to ensure timely delivery of laboratory commodities.
- Build the capacity of PMD LEO and Health Program Units of MOH on the management of HIV/AIDS, TB and Malaria program laboratory commodities.
- Closely work with PSM’s Procurement Team and address issues that might arise from the team related to the requisition orders submitted to them.
- Assist and provide product-related information to USAID’s Program Units in consultation with the Supply Chain Lead.
- Track commodity budget expenditure, prepare monthly expenditure report against budget and share the report with management and relevant staff.
- Work cross functionally with other teams to ensure the commodities are distributed to the right place.
- Build the capacity of SCS staff on the use of QAT and ARTMIS.
- Actively participate in multi-disciplinary supply chain coordination platforms related with quantification to ensure that forecasting and supply planning are coordinated with other functions for continuous availability of laboratory commodities.
- Develop and maintain cross-functional working relationships with MoH, EPSS, and EPHI to ensure the integration of quantification with other supply chain functions.
- Develop a repository of information that can be used to support future forecasting and risk analysis.
- Identify and report on any significant variances between forecasted consumption and the organization’s budgets and procurement plans.
- Prepare regular reports on forecast accuracy.
- Work cross-functionally to reconcile significant variances and refine the supply plans to reflect changes in consumptions as compared to forecasting assumptions
- Continuously improving the demand forecasting processes and systems, ensuring that forecast accuracy is consistently improving
- Carry out related technical activities required by the Activity from time to time
QUALIFICATIONS
- Advanced Degree in Medical Laboratory Technology or related field. Additional qualifications in supply chain management is a plus,
- At least five years’ experience in demand forecasting and supply planning of health program laboratory commodities with at least two years in the management of HIV/AIDS laboratory commodities.
- Knowledge of the Ethiopian public health and pharmaceutical supply chain system.
- Deep understanding of health programs in the country with their diagnostics requirements.
- Proven experience in clinical laboratory especially for HIV/AIDS testing and monitoring.
- Practical experience in using QAT and ARTMIS.
- Ability to capture and analyze supply chain data, and produce lucid report.
- Strong organizational skills and ability to work in a team-oriented setting is required.
- Excellent interpersonal skills, sound judgment, communications skills, and ability to identify and resolve operational constraints required.
- Fluency in English (written and spoken) is essential.
