Monitoring and Evaluation Officer

Position Overview

The Monitoring and Evaluation (M&E) Officer reports directly to the Program and Development Manager/Director at the hospital and indirectly to the MELD Director.

This role supports hospital-level MELD strategy, data quality systems, and performance reporting aligned with network standards. The officer ensures completeness, accuracy, and timeliness of hospital data entered into EMR and reporting systems, manages indicator tracking, KPI development, and dashboard utilization for decision-making.

Time allocation:

  • 50% hospital data-related projects
  • 50% support to Network MELD team

Key Responsibilities

Data Management & Quality Improvement

  • Collect and manage patient-related data in EMR, metabase, and other platforms
  • Assess compliance with Quality Assurance data assessments
  • Develop and implement data quality improvement plans with department heads
  • Conduct data analysis and generate visuals for hospital leadership

M&E Systems & Tools

  • Design, refine, and implement hospital-level M&E tools and dashboards
  • Train and mentor departments on data quality procedures and indicator tracking
  • Oversee dataset preparation, validation, and structured data cleaning
  • Coordinate patient-reported outcome tools (testing, rollout, analysis, presentation)
  • Strengthen monitoring, inspection, and evaluation processes for performance measurement

Communication & Accountability

  • Disseminate results and lessons learned to stakeholders
  • Submit reports as scheduled
  • Monitor service delivery and identify operational challenges requiring policy intervention
  • Suggest strategies to improve hospital and MELD operations efficiency

Requirements

Education/Experience:

  • BSc Degree in Public Health, Statistics, or related fields from a recognized university
  • Minimum 5 years’ experience in healthcare data, monitoring & evaluation, or hospital performance improvement

Skills & Abilities:

  • Strong organizational and multitasking skills
  • Ability to plan, coordinate, and prioritize workload under deadlines
  • Effective relationship-building and knowledge management skills
  • Leadership in implementing new systems and driving behavioral change
  • Positive, constructive attitude with strong communication skills (oral and written)
