The World Food Programme (WFP), the world’s largest humanitarian organization and a Nobel Peace Prize Laureate, is seeking a qualified Monitoring & Evaluation Officer to support evidence-based programming, data-driven decision-making, and the implementation of monitoring and evaluation systems in the Ethiopia Country Office.


About the Role

The M&E Officer will work under the Head of Monitoring & Evaluation and contribute to the development, coordination, and implementation of corporate-aligned monitoring, review, and evaluation plans. The role supports the generation of quality data, operational learning, reporting, and strategic programme improvement across WFP operations.


Key Responsibilities

Monitoring & Evaluation

  • Review and update project results frameworks to align with corporate and donor requirements.
  • Contribute to the Country Office M&E Plan and ensure compliance with WFP Minimum Monitoring Requirements.
  • Support budgeting processes for M&E resources (financial & human).
  • Participate in the development and operationalization of M&E strategies and theories of change.
  • Produce accessible M&E products including dashboards, reports, and infographics.
  • Follow up on monitoring findings to support corrective actions.
  • Build M&E capacity for WFP staff, Cooperating Partners, and Third-Party Monitors.
  • Oversee process, output, and outcome monitoring across CSP activities.
  • Review and refine monitoring tools regularly.
  • Provide coaching and guidance to junior M&E staff.
  • Support inter-agency M&E systems aligned with UNSDCF and national priorities.
  • Integrate gender and protection perspectives in all M&E work.
  • Contribute to knowledge management and learning initiatives.

Monitoring-Specific Duties

  • Participate in CSP design and theory of change development.
  • Implement monitoring systems and tools aligned with corporate SOPs.
  • Lead key assessments such as baseline, PDM, outcome, and end-line surveys.
  • Draft regular monitoring reports and contribute to the Annual Country Report analysis.
  • Perform other M&E duties as assigned.

Qualifications

Education:

  • Advanced university degree in Social Sciences, Statistics, Development Economics, Monitoring & Evaluation, or related fields.
  • OR a first degree with relevant additional experience/training.

Experience:

  • Minimum 3 years of experience in monitoring and evaluation.
  • Strong background in data collection, analysis, and reporting.
  • Experience using both qualitative and quantitative analytical tools.

Competencies:

  • Solid understanding of M&E concepts, results frameworks, theories of change.
  • Ability to manage and interpret data (Excel, SPSS, Stata, R).
  • Skilled in developing dashboards, visual reports, and user-friendly data products.
  • Strong analytical and writing skills.
  • Ability to communicate complex information clearly.
  • Familiarity with visualization tools (Power BI, Tableau, Excel).

Language:

  • Fluency in English and local language (Level C).
