🎯 Job Purpose
The Coordinator will lead the integrated project “Enhancing Communities’ Resilience to Drought (ECRD)” in Ethiopia’s Somali Region. The role combines food security and livelihoods programming with conflict-sensitive approaches, linking pastoralist resilience, water management, and social cohesion, with women’s economic empowerment as a driver of peace.
🔑 Key Responsibilities
Program Strategy & Technical Leadership (40%)
- Design and implement conflict-sensitive food security and livelihood strategies
- Drive women’s economic empowerment (e.g., VSLAs) for peacebuilding leadership
- Link FSL activities to inclusive peace outcomes and resource conflict reduction
- Provide technical guidance on resilience building (fodder production, market assessments)
- Promote accountability, protection, and safeguarding principles
Strategic Coordination & Representation (10%)
- Coordinate with UN agencies, NGOs, government offices, and community leaders
- Represent Oxfam in FSL & Peace clusters and forums
- Engage stakeholders to ensure smooth project implementation
Peacebuilding Integration (20%)
- Liaise with Somali Regional government and cluster groups
- Ensure compliance with technical standards (SPHERE, LEGS)
- Integrate FSL activities with community peace and WASH governance structures
- Build capacity of local CSOs for sustainability
Monitoring, Accountability & Learning (30%)
- Develop indicators to measure livelihood impact on social cohesion
- Collect and analyze gender-disaggregated data
- Adapt programming based on conflict dynamics and water access challenges
- Draft evidence-based donor reports
👤 About You
Essential Requirements
- Master’s degree in Food Security, Rural Development, Agricultural Economics, Conflict Studies, or related field
- Minimum 5 years’ experience managing integrated FSL programs in fragile/pastoralist contexts
- Experience linking economic recovery to peacebuilding and conflict mitigation
- Technical knowledge of pastoral livelihood systems and resource-based conflicts
- Proven gender-transformative programming experience
- Prior experience with donor-funded projects and government/civil society coordination
- Strong analytical, reporting, and financial management skills
- Fluency in English; computer literacy (Word, Excel, PowerPoint)
Desirable
- Knowledge of Somali culture
- Proficiency in Somali and/or Amharic
