Position Overview
The Programme Officer (IBG) will oversee and coordinate IOM’s Immigration and Border Governance (IBG) portfolio in Ethiopia. The role involves managing projects that strengthen government capacity in border management, legal identity systems, and regional cooperation, while promoting safe and orderly migration in alignment with IOM’s global standards.
This position reports directly to the Senior Programme Officer (Migration Management and Governance) and works closely with regional and global IOM teams.
Key Responsibilities

Lead and coordinate implementation of IBG projects, including those focused on border management systems, migration policy, regular pathways, and humanitarian border management.

Oversee the rollout and monitoring of IOM’s border management information systems in collaboration with government agencies and donors.

Provide technical guidance for developing migration-related policies, training materials, and operational tools.

Support national and regional coordination, including donor engagement and partnership development.

Manage and mentor programme staff while ensuring effective project delivery and timely reporting.

Conduct capacity-building workshops for border officials, immigration services, and law enforcement agencies.

Strengthen collaboration with ministries, UN agencies, NGOs, and regional institutions.

Contribute to IOM’s participation in the UN Network on Migration and other migration governance initiatives.

Undertake field missions as required to monitor project progress and provide on-site technical support.
Qualifications and Experience
Education:
-
Master’s degree in International Relations, Political Science, Migration Studies, Public Administration, or related fields with at least five years of relevant professional experience; or

Bachelor’s degree in similar fields with seven years of relevant experience.
Experience:
-
Proven experience in immigration and border governance, migration management, or related programme implementation.

Strong background in project management, capacity building, and policy development.

Experience working with government institutions, UN agencies, and international partners.

Familiarity with legal identity systems, border technology, and regional migration frameworks.

Demonstrated ability to manage teams and coordinate multiple projects simultaneously.
Skills:

Excellent coordination, leadership, and stakeholder engagement skills.

Strong analytical and problem-solving abilities.

Good command of project budgeting, reporting, and resource management.

Exceptional communication and interpersonal skills.
Languages

Required: Fluency in English (oral and written).

Desirable: Working knowledge of another UN language (French, Arabic, Spanish, Russian, or Chinese).
