Position: Public Policy and Regulatory Manager

(Internal/External) – Re-advertised

Reports to: EHOD – Regulatory & Public Policy
Location: Addis Ababa


Role Purpose

The Public Policy and Regulatory Manager is responsible for managing regulatory affairs that support Safaricom Ethiopia’s commercial strategy, network rollout, and operational objectives. The role also plays a key part in identifying and mitigating regulatory risks while contributing to Digital Ethiopia national goals.

This position collaborates closely with key units across the organization, including Technology, Sales and Distribution, Consumer Business, Enterprise Business, Finance, and Legal.


Key Responsibilities

Regulatory Strategy and Compliance

  • Coordinate and fast-track regulatory approvals and permits required for commercial and network operations.
  • Ensure appropriate regulatory frameworks are in place to enable market success and operational efficiency.
  • Secure required national resources such as spectrum and numbering allocations.
  • Develop internal compliance processes aligned with Unified Telecommunications Services License obligations.

Stakeholder & Government Engagement

  • Build and maintain strong working relationships with regulatory bodies, government institutions, and telecom industry stakeholders.
  • Represent Safaricom Ethiopia in industry forums, regulatory discussions, and policy workshops.

Risk Mitigation & Industry Insight

  • Monitor and manage interference complaints and regulatory issues affecting operations.
  • Track global policy and telecom regulatory trends and integrate insights into business strategy.
  • Conduct research to define proactive regulatory advocacy priorities.

Policy Development & Alignment

  • Guide internal teams on emerging legislation and policies that impact business operations.
  • Support updates to internal policies, SOPs, and compliance processes to meet regulatory changes.

Qualifications

  • Bachelor’s degree in Law, Public Policy, or related fields
  • 5+ years of senior-level experience in regulatory or public policy functions
  • Deep understanding of telecom regulatory frameworks is an added advantage
