Role Summary

We are seeking a talented and experienced professional to become an integral part of our dynamic team as a Advisor, Data Warehouse and Business Intelligence embedded within the Ministry of Revenues (MoR) in Ethiopia. The ideal candidate will bring a wealth of knowledge and expertise in data management, data architecture and business intelligence, with a strong track record spanning across technology and strategic advisory roles in both the government and private sectors. 

The Ministry of Revenue owns and operates various digital systems that generate vast amounts of data. This data can be organized and utilized to inform the ministry and the government in critical decision-making, support tax collection efforts, improve economic planning, and enhance the delivery of critical services. To unlock this potential, TBI seeks a Advisor, Data Warehouse and Business Intelligence to drive and manage the design and implementation of  an ongoing Data warehouse and BI project. 


Specifically, the Advisor will conduct a thorough identification and assessment of existing data sources, design and develop a suitable data model and data architecture and subsequently assist in the design and development of a modern Data Warehouse (DW) and Business Intelligence (BI) system that can address the Ministry's and the national needs.

The developed DW and BI system will enable the ministry to generate actionable insights and answer critical strategic questions such as untapped revenue potential, mitigating potential tax compliance risks, strengthening accountability and transparency through data driven and evidence-based decision making, amongst others.

Success in this role requires close collaboration with key stakeholders, including the IT Program Office, the IT Center at the Ministry of Revenue, and external partners and developers.

Key Responsibilities

Conduct Analysis and develop a Data warehouse Strategic Plan  

  • Conduct requirement validation through in-depth interviews with various stakeholders (e.g., executives, directors, branch offices and end-users) to understand their analytical needs, pain points, and strategic objectives.
  • Review and analyse existing reports and data sources to identify gaps, duplication, underutilized sources of data insights and opportunities for improvement.
  • Prioritize business requirements based on business value, feasibility, and resource availability.
  • Develop a compilation of best practice global case studies on data and data management tools that address the Ministry’s priority needs
  • Develop a data warehouse strategic plan that articulates priority goals, KPIs, risks and mitigations with reference to  global best practice case studies
  • Consider opportunities to leverage Artificial Intelligence (AI) and Machine Learning (ML) models using the Ministry’s structured and unstructured datasets.
  • Collaborate with technical teams within MoR, relevant Government bodies (i.e. AI institute) and leverage global TBI experts to assess data readiness for AI applications and define the infrastructure and tooling requirements to enable AI/ML integration within the broader DW/BI ecosystem.
  • Consult with relevant stakeholder groups to secure buy-in for the Strategic Plan’s implementation.

Business Intelligence and Analytics

  • Design intuitive and user centric BI dashboards, reports, and analytical applications that address specific business questions and decision-making needs ensuring the Data warehouse enhances leadership decision making.
  • Define key performance indicators (KPIs) and metrics to be tracked and reported.
  • Ensure that the BI solutions are user-friendly, visually appealing, and provide actionable insights.

Project Management and Strategic Plan implementation

  • Working closely with Ministry staff, oversee the current Datawarehouse project, accelerating its implementation in line with the approved Strategic Plan.  Develop relevant action plan and a monitoring tool
  • Manage project risks, issues, and changes, ensuring timely and within-budget delivery.
  • Coordinate with cross-functional teams, including IT, business users, and external vendors.
  • Coordinate and liaise with other projects (Electronic Invoice and Tax Administration).
  • Coordinate the review and evaluation of project deliverables to ensure that the deliverables meet the Ministry’s requirements.

The Advisor will be required to work with other advisors in TBI Ethiopia and TBI Global on cross cutting projects on occasion.
