Department Introduction:
The Preparedness and Climate Action (PCA) Department of ADPC focuses on enhancing the preparedness, climate action, and adaptation capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors within the Disaster Risk Management and Climate Resilience Ecosystem. It emphasizes the importance of locally-led adaptation strategies and effective early warning systems and as critical components of climate action, while striving to strengthen the capacity of institutions and at-risk communities to achieve faster, more efficient, and climate-resilient disaster recovery. The department collaborates with the above actors to ensure that regional, national, sub-national, and local disaster preparedness, response, recovery, and climate action frameworks and implementation plans are developed and implemented well before disaster strikes.
Statement of Intent
The Preparedness and Climate Action (PCA) Department at ADPC, in partnership with the Ethiopian Disaster Risk Management Commission (EDRMC), is currently implementing a program “Enhancing Multi-Hazard Preparedness Early Warning and Response in Ethiopia (EMPOWER)" with technical and financial support from Gates Foundation. The program aims to strengthen the organizational and institutional capacities, as well as the leadership skills, of Ethiopia’s disaster risk management institutions at both national and sub-national levels. Anchored in the Multi-Hazard Impact-Based Early Warning and Early Action System (MH-IB-EW-EAS) Roadmap developed by the EDRMC, EMPOWER program supports EDRMC in strengthening its role as a strategic facilitator within Ethiopia’s disaster risk management (DRM) ecosystem.
The Country Program Coordinator, under the overall guidance and supervision of the Country Program Manager,will coordinate program activities with country program team, local partners, consultants, and others concerned under the EMPOWER program. The Country Program Coordinator is responsible for supporting the implementation of program activities through meticulous planning, review, and timely follow up of critical deliverables with country program team. The position will also support regular and efficient sharing and exchange of information through effective internal and external communications, including progress monitoring of program to ensure timely delivery of program activities and reporting. The position handles finance and administrative tasks of the program and provide management support to the Ethiopian Disaster Risk Management Commission.
Note: It is not the intent of this Terms of Reference to cover every aspect of the position requirements, rather highlight the most important areas of personal and joint responsibility.
Responsibilities and Tasks:
The primary responsibility of the Country Program Coordinator is to work closely with the Country Program Manager and the Program Manager from ADPC HQ, ensuring seamless coordination of technical and operational activities across country implementation, while aligning with the overall strategic direction of the program.
Program Management and Coordination:
- Draft annual, quarterly and monthly work plans for the program, in consultation with the Country Program Manager, program team and partners;
- Facilitate the work and coordinate with country program team, consultants, and partners on the timely implementation of program activities according to the agreed work plan;
- Undertake research and development of technical reports and documents, concept notes and consolidate inputs from consultants, program partners and stakeholders in consultation with the Country Program Manager and the regional program team;
- Provide facilitation support and when needed, take the lead to plan, organize, and implement national program activities such as trainings, workshops, program reviews, and meetings, including the conduct of follow-up activities and and meeting minutes;
- Draft and finalize ToRs, MoUs, and other related administrative documents for the consultants, sub-awardees, and partnerships;
- Support the Country Program Manager in day to day functions of the program.
Finance and Budget Coordination:
- Provide administrative, finance, and day-to-day support to the program team, and working with Finance, Human Resource and Administration departments according to ADPC institutional policies and guidelines for carrying out activities under the programs;
- Draft project and activity budgets following the overall budgets of the program procedures and guidelines and donor requirements;
- Assist in program financial management, including monitoring of project budget and reporting of monthly financial statements and reconciliation.
- Ensure timely submission of liquidation reports, timesheets and other administrative forms on regular basis;
- Coordinate finance and admin tasks of the program, and organize regular meetings & conferences;
- Support training events, participants and field missions during the program implementation.
Information and Knowledge Management:
- Support in gathering program information, lessons learning & experiences, knowledge management, documentation;
- Coordinate the design, production, and dissemination of knowledge products such as process documents, fact sheets, brochures, program overviews, multimedia products (audios and videos), success stories/ impact stories, and other related materials;
- Prepare and produce country contribution to ADPC monthly electronic newsletters, including carefully crafted articles and preparation and production of briefing materials on the programs as needed/requested;
- Facilitate planning, process facilitation and outcome documentation of high-level dialogues with partner officials and program stakeholders;
- Assist the program management team to monitor the performance targets against the agreed M&E plans and work plans and report the progress on timely manner;
- Assist the program manager in providing necessary information for preparing monthly, quarterly, biannual, annual progress reports to be submitted to the donors and the partner agencies;
- Draft and edit technical reports, special reports, and other related program documents.
This Terms of Reference covers the general responsibilities and representative tasks of this position. Other tasks may be assigned as necessary according to program priorities and needs.
Working Principles: In performing the duties and responsibilities indicated above, the Country Program Coordinator, will report directly to the Country Program Manager of the PCA Department of ADPC based in Addis Ababa, Ethiopia. He/she will work closely with other program, admin and finance teams of ADPC from Head Office in Thailand.
Qualifications:
Required Qualifications and Specifications
- Bachelor’s degree in Disaster Risk Management (DRM), Public Policy, Environmental Science, Development Studies, or related fields.
- At least 5 years of proven experience in project management, implementation, coordination, planning, and capacity building.
- Familiarity with, and a minimum of 2 years' experience in, coordinating international workshops, conferences, and meetings.
- Proven experience in disaster risk management, multi-hazard early warning systems (MHEWS) implementation, anticipatory actions, disaster preparedness, and climate change adaptation. Experience in integrating disaster risk management into key sectors such as health and agriculture is an asset.
- Experience providing technical support to government agencies, with a strong understanding of policies, guidelines, and coordination mechanisms in DRM and early warning systems is desirable.
- Previous experience working with humanitarian NGOs or international organizations on similar programs.
- Experience in Africa's disaster risk management, emergency response, or public health practices.
- Proven experience engaging with government at various levels and representing organizations in coordination platforms.
- Excellent analytical, communication, and technical writing skills.
- Ability to deliver high-quality outputs independently and manage multiple priorities effectively.
- Proficiency in English and Amharic, both written and spoken. Proficiency in other regional languages is an added advantage.

Duty Station: Addis Ababa, Ethiopia
Duration: September 2025 – August 2026 (12 months)
Itinerary: During official missions outside the duty station, the Consultant will be entitled to local/international travel, daily subsistence allowance, accommodation, and other related travel costs as per ADPC financial policy. All travel must be pre-approved by ADPC and undertaken only upon written request and consent by the ADPC.
Condition of Payment: The Consultant will receive a monthly payment upon submission of completed timesheets. In addition, the Consultant is eligible for reimbursement of any program related expenses incurred in the implementation of program activities, subject to the prior approval of the Director, PCA through the Program Manager monthly.
