Humanitarian Response in WASH and Food Security for Populations Affected by Natural Hazards and Conflict in East Africa

Project Duration: July 2022 – September 2025
Implementing Partners: OWDA, PAH, ASEP, FPDO, HOPE Sudan
Target Beneficiaries: 156,900 people (IDPs, riverine and pastoralist communities, schools, health centers)


📌 Evaluation Purpose

arche noVa is seeking an independent consultant to conduct an Endline Evaluation of its regional WASH and food security program in Ethiopia, Somalia, Sudan, and Somaliland. The objective is to assess progress, effectiveness, sustainability, and relevance of interventions.


🎯 Key Evaluation Objectives

  • Measure achievement against outcomes and outputs
  • Assess relevance, effectiveness, efficiency, coherence, impact, and sustainability
  • Identify lessons learned and best practices
  • Evaluate the coordination and efficiency of the implementing consortium

📋 Evaluation Scope & Methodology

Criteria Assessed:

  • Relevance: Alignment with local needs and context
  • Effectiveness: Achievement of intended results
  • Efficiency: Resource use and project management
  • Coherence: Coordination with local/international actors
  • Impact & Sustainability: Long-term benefits and resilience building

Approach Required:

  • Desk reviews, M&E data analysis
  • Key informant interviews (in-person/remote)
  • Focus group discussions (FGDs)
  • Gender-sensitive and conflict-aware methodology
  • Inception report submission before fieldwork

💼 Consultant Profile – Required Qualifications

  • Minimum 5 years of experience in humanitarian project evaluations (WASH, DRR, Food Security)
  • Strong knowledge of East African humanitarian context
  • Prior experience with GFFO-funded projects is a plus
  • Demonstrated expertise in gender, inclusion, and conflict sensitivity
  • Master’s degree in a relevant field
  • Business registration/license required
  • Ability to conduct in-person evaluations (locally based teams preferred)

💰 Budget & Payment

  • Max Budget: €15,000 (inclusive of all fees, taxes, and expenses)
  • Payment Schedule:
    • 25% on Inception Report approval
    • 45% on Draft Report submission
    • 30% on Final Report approval
