Position Summary

The International Livestock Research Institute (ILRI) seeks to recruit a Liaison and Protocol Associate II to provide administrative, diplomatic, and logistical support for ILRI staff and its Liaison and Protocol Unit. This role ensures compliance with Ethiopian government regulations, efficient handling of protocol services, and smooth coordination with government agencies, embassies, and other stakeholders.


Key Responsibilities

  • Process visas, permits, and related documentation for staff, dependents, and guests.
  • Handle exit visas for internationally recruited staff.
  • Facilitate issuance/renewal of MoFA ID cards, driving licenses, and radio licenses.
  • Secure import/export permits for equipment, vehicles, office supplies, and staff belongings.
  • Manage purchase, sale, inspection, registration, and certification of vehicles.
  • Support in traffic accidents, liaising with authorities and insurance.
  • Provide airport protocol services, including VIP lounge access, permits, and logistics.
  • Draft and prepare diplomatic communications (Note Verbale, official letters, memos, etc.).
  • Respond professionally to visitors, emails, and phone calls.
  • Process and follow up payments and invoices.
  • Maintain organized filing systems (manual and electronic).
  • Handle utility payments, petty cash, and minor procurements.
  • Perform other related duties as required.

Education and Experience

  • Education:
    • BA degree with a minimum of 1 year experience, or
    • Diploma with 3 years of relevant experience
  • Experience:
    • Background in Consular, Liaison, Protocol, or Government Relations
    • Preferably with Ministerial Offices, Foreign Missions, or international organizations

Skills and Competencies

  • Familiarity with MoFA, immigration, customs, and transport authority procedures
  • Strong organizational and multitasking skills
  • Valid driver’s license and competent driving ability
  • Proficiency in Microsoft Office, Power Geez, and ERP systems
  • Experience using platforms like E-service, Single Window, E-visa, and TASS
  • Fluency in Amharic and English; additional Ethiopian languages are a plus

Additional Details

  • Duty Station: Addis Ababa, Ethiopia
  • Grade: HG 11
  • Minimum Base Salary: ETB 29,224/month
  • Terms: 3-year contract (renewable based on performance and funding)
