Ethiopia, located in the Horn of Africa, is the second most populous country on the continent with over 115 million people. More than 85% of the population lives in rural areas. Due to multiple complex emergencies including conflict and drought, millions of people in Ethiopia are in urgent need of humanitarian assistance.

UNICEF Ethiopia provides programs in Child Protection, WASH, Health, Nutrition, Education, and Social Policy, serving over 15 million children across the country.


Purpose of Assignment

Ethiopia faces energy poverty, with over 30 million people living off-grid and another 15 million experiencing unreliable supply. UNICEF is working with partners to solarize health and water facilities, supporting Ethiopia’s universal electrification goal by 2030.

UNICEF is piloting Project Alpha, which aims to ensure the sustainability of these solar systems by integrating Performance-Based Renewable Energy Certificates (P-RECs) and digital monitoring tools. Ethiopia is approved for I-REC(E) issuance, but lacks a documented case study on implementation.

This consultancy aims to:

  1. Develop a case study on how P-RECs can be measured, verified, traded, and reinvested.
  2. Establish a monitoring framework to validate energy data and support long-term sustainability of solar systems.

Scope of Work

The consultant will deliver two main outputs:

  • Case Study Report (P-REC implementation in Ethiopia)
  • Monitoring System Framework (for solar energy data collection and validation)

Qualifications

Education

  • Advanced degree (Master’s or higher) in:
    • Engineering
    • Energy Systems
    • Climate Finance
    • Sustainable Development
    • Or related fields
  • Bachelor’s + 2 years’ experience may be accepted in place of a Master’s.

Experience

  • Minimum 8 years in:
    • Solar energy systems
    • Monitoring & evaluation
    • Climate or renewable energy financing
  • Experience with P-RECs, I-REC(E), or sustainability models preferred
  • Experience working in Ethiopia is a strong advantage

Languages

  • Fluency in English and Amharic is required
  • Knowledge of other Ethiopian local languages is an asset

Skills

  • Excellent research and analytical skills
  • Field assessment and stakeholder engagement
  • Ability to design monitoring frameworks and digital tools

Desirable Attributes

  • Prior experience in fragile or humanitarian settings
  • Familiarity with UN or UNICEF programming
  • Strong interpersonal and teamwork abilities
