Job Summary
The Procurement Officer will work closely with the country operations department, procurement team, and field‑based staff to manage procurement of materials and services required for SPE programs. Reporting to the Procurement Manager, the role ensures proper implementation of procurement policies and procedures, supports field offices, and strengthens the performance of the procurement team.
Key Responsibilities
- Support sub‑field offices in procurement and logistics, ensuring adherence to SP standards.
- Liaise with vendors, finance, logistics, and warehouse teams for timely delivery and payments.
- Travel to regions within Ethiopia to provide operational support.
- Track contracts, leases, services, deliveries, and payments.
- Provide technical guidance to procurement and logistics staff.
- Manage vendor vetting, supplier database, procurement tracking, and contract monitoring.
- Handle international purchases, importation, and customs clearance.
- Ensure compliance with SP and donor regulations.
- Maintain ethical conduct throughout procurement processes.
- Support development of internal procedures, forms, and tools for supply chain management.
- Report procurement progress weekly and prepare monthly, quarterly, and annual reports.
- Maintain strong Christian witness and uphold SP values and safeguarding commitments.
Qualifications and Experience
- Education: BA degree in Supply Chain Management, Logistics, Business Administration, or related field.
- Experience: 3–4 years of progressively responsible work experience with an international NGO in procurement, logistics, administration, or operations management.
- Languages: Proficiency in English and Amharic; knowledge of regional languages required; additional national languages are a plus.
Skills Required
- Strong organizational and problem‑solving skills in a fast‑paced environment.
- Attention to detail, confidentiality, and follow‑up.
- Ability to work independently, with integrity and adaptability.
- Proficiency in Word, Excel, and Outlook.
- Excellent communication skills (verbal and written).
- Willingness to travel within Ethiopia.
Physical Demands and Work Environment
- Regular sitting, standing, walking, and occasional lifting up to 100 pounds.
- Moderate noise levels, occasional exposure to loud environments.
- Travel within Ethiopia with exposure to communicable diseases and varying climates.
- Work in fluid security contexts.
