Purpose of the Job
The African Union is seeking a highly qualified Program Officer – Change Management to support the transition towards Results-Based Management (RBM) under the Office of Strategic Planning and Delivery (OSPD). The officer will design, implement, and monitor change management strategies to strengthen governance, improve service delivery, and support the implementation of the AU Strategic Plan (2024–2028).
Key Duties and Responsibilities

Develop and implement change management strategies to support the adoption of RBM across AU organs and institutions.

Conduct organizational readiness assessments and evaluate change impact.

Apply structured change management methodologies to ensure smooth transition, mitigate risks, and engage stakeholders.

Design targeted change management and communication plans to enhance awareness and alignment.

Lead dissemination of the Change Management Strategy across AU.

Monitor and report on progress of change initiatives, including lessons learned and best practices.

Conduct impact assessments and develop mitigation strategies.

Support workshops, meetings, and capacity-building programs related to OSPD initiatives.

Perform any other related duties as assigned.
Qualifications & Experience
-
Master’s Degree in Strategy/Change Management, Organizational Development, Human Resources, or related field with 7 years’ experience in change management or organizational development, including 3 years in a supervisory role.

OR Bachelor’s Degree in the above fields with 10 years’ experience, including 3 years in a supervisory role.

Demonstrated experience in designing and implementing change management strategies in international or multilateral organizations.

Sound understanding of Results-Based Management (RBM).

Professional certification in Change Management is desirable.

Fluency in one AU working language (Arabic, English, French, Kiswahili, Portuguese, or Spanish) is required; fluency in another is an advantage.

Remuneration

Internationally recruited staff: US$ 96,921.34 per year (inclusive of allowances).

Locally recruited staff: US$ 78,461.08 per year (inclusive of allowances).
