OVERALL RESPONIBILITIES:
The Project M & E Database Manager will be responsible for designing and implementing database systems that support the SCS activities. This includes ensuring data integrity, security, and accessibility to facilitate data-driven decision-making process.
SPECIFIC RESPONIBILITIES:
Under the supervision of the Director of Strategic Information and in close collaboration with technical teams in SCS Activity, the Database Manager is expected to carry out the following responsibilities:
Database Management and Maintenance
- Develop and deploy comprehensive database systems tailored for SCS activities that are scalable, efficient, and capable of handling large volumes of data.
- Ensure data integrity with validation checks and error correction protocols. Secure data through encryption, access controls, and regular audits. Guarantee data availability and minimize downtime.
- Schedule regular database backups to prevent data loss. Develop and test recovery procedures for swift data restoration in case of system failures.
Data Collection and Integration
- Develop and deploy software tools and systems to automate the collection of SCS Activity data from various sources.
- Collaborate with stakeholders to integrate data from various sources into the SCS central database, primarily data from EPS Enterprise Resource Planning (ERP), DAGU, DHIS2, MOH Dashboard, and DREAM@MSH tool.
- Compile the SCS Activity master facility list and create detailed profiles for each facility, including metadata such as location, capacity, services offered, and contact information.
- Collect, integrate, and utilize data of previous USAID supply chain projects to support data driven decision making for the SCS Activity.
Data Analysis and Reporting
- Generate regular and ad-hoc reports to support supply chain decision-making.
- Develop dashboards and data visualization tools to enhance data accessibility and use.
- Conduct data analysis to identify trends, patterns, and areas for improvement.
- Design and deploy tools for supply chain data analysis, predictive analytics, for stock monitoring and early warning systems.
- Support the revision and implementation of the result-oriented supportive supervision system (ROSS) and Targeted Support Teams (TSTs) to track WoHOs and HFs progress toward meeting pharmacy standards and achieving higher maturity levels.
- Assist in establishing feedback loops to ensure that data insights are used to inform decision-making and improve SCS Activity implementation.
Quality Assurance and Governance
- Develop and implement a standardized Data Quality Control and Review process, including methodologies and scoring metrics.
- Establish and enforce protocols for data collection, sharing, and governance to ensure alignment with USAID, SCS, and government standards.
- Regularly submit data to USAID and the MOH in the required format.
Knowledge Management and Communications
- Offer technical support for capturing, organizing, sharing, and utilizing knowledge within the project.
- Develop and maintain a knowledge repository to store SCS Activity-related documents, reports, and best practices.
- Provide data for the preparation of SCS communication materials that enhance Activity visibility.
Data Science and AI Implementation
- Collaborate with SCS subcontracts (Mezzanine and Deloitte TZ teams) to support data-driven initiatives at EPSS, RHBs, WoHOs, and HFs.
- With guidance from SCS leadership, assist the SCS technical teams to utilize AI-powered tools (e.g., AI agents) for predictive analytics and decision support.
- Ensure the SCS information system infrastructure supports AI and data science workflows.
Technical Support and Training
- Provide training and coaching for SCS and Government staff on data entry, management, and analysis, utilizing various data tools and methodologies.
- Provide ongoing technical support and troubleshooting to SCS and government staff in the areas of data collection, quality assurance, analysis, reporting, and utilization of SCS Activity-related data.
- Prepare comprehensive user manuals and documentation for database systems including step-by-step guides, troubleshooting tips, and good practices to ensure staff can effectively use and maintain the systems.
QUALIFICATIONS
A)EDUCATION/TRAINING :MSc or BSc in IT, Computer Science, Software Engineering, or related fields
B) EXPERIENCE:
- Minimum of 7 years of experience.
- Database experience, Web development experience, data analysis tools, Data collection tools, Excel skills, AI proficiency.
- Excellent communication, coordination, and stakeholder engagement skills.
- Demonstrated experience in leading and working in high-performing technical teams
- Strong proficiency in analysis and report writing tailored to diverse audiences.
- Proficiency in English and Amharic; knowledge of additional local languages is an asset.
C) KNOWLEDGE AND SKILLS:
- Database Expertise: Proven experience in database design and development.
- Web Development Skills: Proficiency in JavaScript, Visual Studio Code, React, and MySQL.
- Data Analysis Tools: Proficiency with Python, PowerBI, SPSS, and Tableau.
- Data Collection Tools: Experience in SurveyCTO, CommCare, ODK, and Kobo Toolbox.
- Excel Skills: Advanced skills in Excel and Power Query.
- AI Proficiency: Experience with AI tools such as ChatGPT, Google Gemini, Claude AI, and Microsoft Copilot.
