UNDP Vacancy Announcement — Reintegration Coordination Specialist
Background
The Disarmament, Demobilization, and Reintegration (DDR) Programme in Ethiopia is a key component of the peace agreement signed on 2 November 2022 between the Government of Ethiopia and the Tigray People’s Liberation Front (TPLF). The programme supports the peaceful transition of former combatants into civilian life, contributing to stabilization, reconciliation, and long-term development.
To guide and oversee implementation, the Government of Ethiopia has established the National Rehabilitation Commission (NRC), mandated to design, plan, implement, and monitor DDR nationwide. A total of 371,971 beneficiaries have been identified, with 75,000 combatants to be demobilized in 2024 and the remainder in 2025.
UNDP is supporting the NRC and works with regional authorities, UN agencies, civil society, and development partners to ensure the effective reintegration of beneficiaries.
Position Title: Reintegration Coordination Specialist

Position Purpose
The Reintegration Coordination Specialist will lead the coordination, planning, implementation, and monitoring of reintegration activities across the regions of Tigray, Amhara, Oromia, Afar, and Benishangul-Gumuz. The role ensures that reintegration strategies are aligned with national frameworks while adapting to regional contexts and institutional capacities. The Specialist will engage and convene regional authorities, UN agencies, civil society, and development partners to ensure inclusive and accountable reintegration delivery.
Key Duties and Responsibilities
1. Policy & Technical Coordination

Provide technical and policy guidance to Regional Authorities and woreda-level bodies in the development and implementation of reintegration strategies.

Support contextualization of national reintegration frameworks at regional level.

Assist in the preparation of gender- and age-responsive regional action plans based on conflict sensitivity and Do-No-Harm principles.
2. Inter-Agency & Stakeholder Coordination

Convene and coordinate multi-stakeholder platforms, including regional authorities, UN agencies, civil society, and development partners.

Serve as focal point among supporting institutions to ensure aligned planning and timely information exchange.

Promote coherence between reintegration interventions and cross-sectoral services such as livelihoods, protection, health, and social cohesion.
3. Reintegration Service Coordination

Identify gaps and map services across regions to support tailored reintegration delivery.

Coordinate referral systems to ensure needs-based rather than entitlement-based support to beneficiaries.

Use the DREAM platform to track return trends and guide service allocation.
4. Capacity Strengthening

Lead institutional capacity assessments and development initiatives for stakeholders involved in reintegration.

Facilitate training and peer-learning activities to build regional leadership and collaboration.
5. Monitoring, Reporting & Knowledge Management

Coordinate joint monitoring, progress reviews, and after-action assessments.

Consolidate regional updates and contribute to national reporting requirements under the NDRP.

Document lessons learned, good practices, and emerging issues to support adaptive programming.
Institutional Arrangement
The Reintegration Coordination Specialist will work under the direct supervision of the DDR Director and in close collaboration with the DDR Project Team, programme and operations staff, and regional offices to ensure timely and effective implementation.

Required Qualifications and Experience
Education
-
Master’s degree in Social/Political Sciences, International Development, Conflict Resolution, Peace-Building, or related fields OR
-
Bachelor’s degree in the above fields with two (2) additional years of qualifying experience.
Experience
-
Minimum 5 years (Master’s) or 7 years (Bachelor’s) of relevant experience in livelihoods programmes, DDR, community-based reintegration, poverty reduction, or social development.

Experience in DDR, economic rehabilitation, community mobilization, or post-conflict settings is an advantage.
-
Knowledge of socio-economic and community development issues in Ethiopia and the Horn of Africa.

Experience in multi-stakeholder and multi-donor environments; previous experience with UNDP/UN or international development agencies is an asset.

Proven experience in project coordination and results-based reporting.
Languages

Fluency in English and the national language of the duty station is required.
