OVERALL RESPONIBILTIES:
The Supply Chain Maturity Advisor will provide technical leadership and operational support for advancing supply chain maturity across EPSS central and hub levels. The Advisor will facilitate system improvements in both inbound and outbound logistics, spanning from demand planning, procurement and contract management to warehousing, inventory management, and transportation. The Advisor will support the institutionalization of the maturity-based supply chain system performance initiative and create change agents (champions) at both head office and hub levels that can take the improvement initiative forward.
SPECIFIC RESPONSIBILITIES:
Under the supervision of the SCS Supply Chain Management Lead and in collaboration with EPSS leadership, the Supply Chain Maturity Advisor will:
- Provide technical support for the implementation of the maturity-based supply chain performance improvement initiative EPSS central and hub levels.
- Coordinate and facilitate the maturity assessment that will be conducted at EPSS central and hubs.
- Provide technical assistance in the development of performance monitoring tool and undertake regular performance monitoring.
- Lead the development of criteria for the graduation of EPSS hubs from SCS’s intensive support.
- Support the development of tailored package of interventions with maturity goals to address the gaps identified through the maturity assessment
- Support EPSS in the implementation and monitoring of the performance improvement plans
- Promote institutionalization of high-impact interventions and foster a culture of continuous improvement.
- Support the identification and development of maturity “change champions” across EPSS.
- Identify supply chain risks and develop mitigation and continuity plans, especially in insecure settings.
- Support EPSS in reviewing and validating RRF and stock status reports.
- Lead the development and use of maturity KPIs and performance dashboards for EPSS central and hubs, including Early Warning System.
- Conduct regular data reviews and facilitate data-driven performance improvement sessions.
- Assess training and mentoring needs and lead structured capacity-building programs for EPSS staff.
- Support peer learning across EPSS hubs through best practice exchange and coaching.
- Participate in and contribute to TWGs, national logistics review meetings, and maturity steering committees.
- Facilitate workshops and joint reviews of maturity findings with MOH, EPSS, USAID, and partners.
- Collaborate with regional health bureaus and other implementing partners to ensure alignment and coordination.
- Produce technical reports, success stories, and improvement case studies.
- Document challenges, lessons learned, and implementation updates for EPSS and SCS stakeholders.
QUALIFICATIONS
A) EDUCATION/TRAINING - Advanced degree in Pharmacy, Supply Chain Management, Public Health or a closely related field; or a commensurate combination of education and professional experience.
B) EXPERIENCE
Minimum 7 years of experience in health supply chain/logistics operations, maturity assessments, or systems strengthening.
- At least 3 years of experience working with public sector institutions in Ethiopia or similar settings.
- Demonstrated experience supporting key supply chain functions such as quantification, procurement, warehouse, inventory, or transport system improvements.
- Experience working with or supporting USAID-funded projects preferred.
C) KNOWLEDGE AND SKILLS
- Strong understanding of pharmaceutical logistics systems and maturity frameworks.
- Hands-on experience with maturity tools and related measurement as well as ERP systems (e.g., SAP), Power BI, and data validation tools.
- Excellent interpersonal skills, sound judgment, and effective communication abilities, with a demonstrated capacity to identify and resolve operational challenges.
- Excellent facilitation and training skills with the ability to coach cross-functional teams.
- Familiarity with Ethiopian health system and public sector structures, especially EPSS.
- Strong coordination, communication, and documentation skills.
- Proven ability to work independently and as part of a multidisciplinary team.
- Fluency in English and Amharic, other local languages a plus.
