Position Summary

NRC is seeking a WASH Officer – Construction Engineer to support the design, implementation, and supervision of WASH infrastructure projects in Afar Region. The role involves technical planning, construction oversight, water quality monitoring, and community engagement to ensure sustainable and safe WASH services.


Key Responsibilities

  • Ensure compliance with NRC policies, guidelines, and project standards.
  • Prepare designs, drawings, BOQs, cost estimates, and work schedules for WASH infrastructure.
  • Supervise construction quality, materials, and timelines.
  • Conduct technical assessments, surveys, and water quality monitoring.
  • Facilitate community participation in WASH project design and delivery.
  • Provide technical support to staff, contractors, and beneficiaries during implementation.
  • Coordinate with local authorities, community leaders, and partner organizations.
  • Prepare and submit regular progress reports, donor/government reports, and 5W matrices.
  • Train and strengthen WASH Committees (WASHCOs) to ensure sustainability.
  • Represent NRC in WASH sector meetings and technical coordination platforms.

Qualifications

Education & Experience:

  • Bachelor’s degree in Hydraulic Engineering, Civil Engineering, Water Supply & Sanitation Engineering, or related field.
  • Minimum 3 years of experience in WASH project design, supervision, and monitoring.
  • Strong knowledge of tendering, construction site monitoring, and WASH infrastructure standards.
  • Experience in volatile or complex humanitarian contexts.

Technical Skills:

  • Proficiency in MS Office (Word, Excel).
  • Skills in AutoCAD, EPANET, WaterCAD, or project management software (desirable).
  • Strong report writing and data management skills.

Language:

  • Fluency in English (spoken and written).
  • Knowledge of Amharic is an advantage.

  • Ability to work independently in multi-tasking, multicultural environments.
