About the Role

The MEAL Officer will lead and coordinate the development, implementation, and evaluation of programs, ensuring alignment with the Theory of Change and country program document. The role emphasizes digital monitoring, evaluation, and program quality frameworks to track progress, outcomes, and impacts. The officer will facilitate reviews, evaluations, and reporting, while ensuring program objectives align with ActionAid Ethiopia’s strategic goals.


Key Responsibilities

  • Lead program development and implementation in line with Theory of Change.
  • Develop women‑friendly and accessible systems for program quality and impact assessment.
  • Adopt digital M&E frameworks and tools to monitor deliverables.
  • Ensure reporting systems track progress, outcomes, and impacts.
  • Document best practices and lessons learned for scaling up.
  • Facilitate periodic reviews, evaluations, and reporting processes.
  • Provide guidance on annual, quarterly, and redesign plans.
  • Ensure gendered data and marginalized groups’ issues are incorporated in M&E frameworks.
  • Support community empowerment through mobilization and participation.
  • Assess capacity gaps and implement capacity‑building strategies.
  • Ensure allocated budgets are implemented with integrity and cost‑effectiveness.

Qualifications

  • BA or MA in Community Development, Social Work, Sociology, Anthropology, Gender, or other social sciences.
  • Minimum of 3 years’ experience with MA or 5 years with BA.
  • Knowledge of HRBA programming, participatory development approaches, project planning, M&E, fundraising, and partnership building.
