About the Role

The Carter Center – Ethiopia is seeking a Social and Behavior Change Communication (SBCC) Consultant to support the Guinea Worm Eradication Program. The consultant will lead the development and enhancement of SBCC strategies, IEC materials, and training guides to strengthen Guinea worm disease prevention and eradication efforts in Ethiopia.


Key Responsibilities

  • Conduct desk reviews of existing SBCC strategies and materials (Ethiopia, South Sudan, Chad, Mali).
  • Carry out formative research to inform updated SBCC strategies.
  • Develop and present draft national SBCC strategy for Guinea worm eradication.
  • Build capacity of key personnel on SBCC approaches.
  • Produce advocacy and communication strategies targeting policy makers, influencers, and at-risk communities.
  • Develop IEC materials (flipcharts, posters, radio/TV spots, leaflets, etc.).
  • Facilitate meetings for strategy endorsement with stakeholders.
  • Establish monitoring and evaluation indicators in collaboration with the M&E team.
  • Develop training guides and tools for SBCC rollout.
  • Support skills transfer to the Guinea Worm Eradication Program team.

Qualifications

  • Advanced degree (Master’s or Doctorate) in Public Health, Health Communications, Psychology, Behavior/Social Change, or related fields.
  • 5–10 years of experience in health policy, strategy, or community-level SBC programs.
  • Minimum 3–5 years of experience implementing/managing behavioral change communication strategies.
  • Experience managing large, community-based projects and interdisciplinary teams.
  • Experience working in Neglected Tropical Diseases (NTDs).
  • Strong consultative process facilitation skills.
  • Excellent written communication skills.
  • Language: Fluent in English (spoken & written); Amharic or local languages are an asset.

Preferred Skills: Social Work, Sociology, Development Studies, Public Health, Education, Gender.
