1. Climate and Nature Programme and Policy Officer

Location: Addis Ababa, Ethiopia
Grade: Senior Executive Officer (SEO)
Employment Type: Fixed-term, 12 months, with possibility of renewal
Working Hours: 36 hours per week
Salary: USD 2,198.28 per month

About the Role

The Climate and Nature Programme and Policy Officer will support the British Embassy's climate and nature priorities in Ethiopia, including work related to COP32, climate finance, carbon markets, forest policy and international climate negotiations.

The role combines technical policy advice with programme leadership and management and involves supporting a portfolio of climate and nature programmes with a budget of more than £1 million. The position sits within the Embassy's Climate, Economic, Trade and Investment Team and is also part of the COP32 Unit.

Key Responsibilities

The successful candidate will be expected to:

  • Lead and coordinate delivery of priorities under the Embassy's Climate and Nature Country Business Plan.
  • Support delivery of the FCDO's Carbon Accelerator Fund.
  • Provide technical advice on climate and nature policy issues relevant to Ethiopia and COP32.
  • Work on climate finance, carbon markets, forest management and international climate policy.
  • Manage programme suppliers and delivery partners.
  • Support the Climate Finance Taskforce under the CRGE Forum.
  • Build and maintain strategic relationships with government institutions, development partners, NGOs, multilateral organisations and other stakeholders.
  • Support UK climate diplomacy and policy engagement with the Government of Ethiopia and international partners.
  • Contribute to programme monitoring, evaluation and learning.
  • Prepare and contribute to briefings, correspondence and programmes related to COP32.
  • Support internal knowledge-sharing and capability building on climate and nature issues.

Essential Qualifications, Skills and Experience

Applicants should have:

  • Experience working on climate and nature policy issues, including climate finance.
  • Excellent analytical and data analysis skills.
  • Experience presenting information clearly using relevant IT packages.
  • Strong verbal and written communication skills.
  • A strong understanding of Ethiopian climate and nature policies and architecture.
  • Excellent interpersonal and teamwork skills.

About the Role

The Procurement and Estates Manager will lead procurement, commercial planning, contract management and supplier performance for the British Embassy in Addis Ababa.

The role includes strategic commercial oversight of the Embassy's residential and operational estate, while day-to-day property management, maintenance and technical work remain with the relevant estates, facilities and technical teams.

Key Responsibilities

The successful candidate will be responsible for areas including:

  • Developing and maintaining the Corporate Services procurement pipeline and contract register.
  • Planning and leading competitive procurement exercises.
  • Preparing and reviewing procurement specifications, tender documents and evaluation criteria.
  • Supporting fair and evidence-based bid evaluations.
  • Ensuring procurement activity meets requirements for fairness, transparency, competition and value for money.
  • Managing contracts, suppliers and commercial relationships.
  • Monitoring supplier performance and addressing performance issues.
  • Managing procurement and contract renewal timetables.
  • Overseeing procurement and estates-related budgets and expenditure.
  • Monitoring commercial, financial, operational and supplier risks.
  • Maintaining accurate procurement, contract and financial records.
  • Providing procurement and contract-management advice to Embassy staff.
  • Overseeing commercial and contractual arrangements supporting estates and facilities.
  • Building relationships with suppliers, contractors, landlords, budget holders and other stakeholders.
  • Leading and developing relevant procurement and corporate-services staff.
  • Supporting health, safety, security and compliance requirements.

Essential Qualifications, Skills and Experience

Applicants should have:

  • At least 3 years of relevant experience in procurement, contract management, commercial management or supply chain management.
  • Practical experience planning and delivering competitive procurement exercises.
  • Experience preparing or reviewing specifications, tender documents, evaluation criteria and procurement records.
  • Experience evaluating bids and supporting contract award decisions.
  • Experience managing contracts, suppliers or complex commercial relationships.
  • Experience monitoring supplier performance.
  • Experience resolving supplier-performance problems and managing commercial risk.
  • Experience managing budgets, expenditure and contractual commitments.
  • Evidence of securing value for money while maintaining service quality and compliance.
  • Experience working within governance, financial-control and policy frameworks.
  • Ability to maintain accurate, audit-ready procurement and contract records.
  • Strong negotiation, influencing and stakeholder-management skills.
  • Strong written and spoken English.
  • Strong customer-service and interpersonal skills.
  • Strong organisational, analytical and problem-solving skills.
  • Ability to manage competing priorities and work under pressure.
  • Good knowledge of Microsoft Office and approved digital tools, including the safe and effective use of artificial intelligence tools.
