The Clinton Health Access Initiative (CHAI) is hiring an Infrastructure Engineer to provide technical leadership for the renovation and expansion of health facilities under a maternal and newborn health infrastructure project in Ethiopia.
About Clinton Health Access Initiative
The Clinton Health Access Initiative (CHAI) is a global health organization that works with governments and the private sector in low- and middle-income countries to strengthen health systems and improve health outcomes.
CHAI has worked in Ethiopia since 2005 in partnership with the Ministry of Health across areas including maternal and newborn health, HIV, laboratory services, vaccines, child survival, essential medicines, and health financing.

Project Overview
The Infrastructure Engineer will support the renovation and expansion of 25 health facilities, consisting of:
- 18 Health Centers
- 3 Primary Hospitals
- 5 General Hospitals
The role will provide technical oversight from construction mobilization through commissioning and handover while supporting quality assurance, cost control, contract compliance, risk management, and coordination with relevant government and project stakeholders.
Key Responsibilities
Technical Leadership and Construction Oversight
- Coordinate renovation and expansion activities across project sites.
- Review engineering drawings, technical specifications, Bills of Quantities (BoQs), and construction methodologies.
- Ensure compliance with Ethiopian building standards, Ministry of Health infrastructure requirements, and applicable international practices.
- Conduct site inspections and monitor construction quality.
- Coordinate with supervising consultants to resolve technical issues.
Contract and Construction Management
- Monitor contractor performance, construction schedules, and milestones.
- Review work plans, progress reports, payment certificates, variation orders, and claims.
- Verify completed works before payment certification.
- Monitor budget utilization and recommend corrective measures.
- Support procurement and contract administration for consultants and contractors.
Quality Assurance and Compliance
- Establish and oversee QA/QC systems.
- Ensure materials and workmanship meet approved standards.
- Monitor occupational health and safety, environmental and social safeguards, infection prevention and control, accessibility, and safeguarding requirements.
- Identify construction risks and follow up on corrective actions.
Coordination and Stakeholder Engagement
- Serve as a technical focal point between CHAI, the Ministry of Health, Regional Health Bureaus, contractors, consultants, supervising engineers, and health facilities.
- Participate in technical meetings, site reviews, and progress meetings.
- Support government technical teams during supervision and monitoring visits.
Monitoring, Reporting and Documentation
- Monitor physical and financial progress against implementation plans.
- Prepare construction progress reports, risk registers, QA reports, and technical updates.
- Maintain site inspection reports, technical correspondence, and construction records.
Commissioning and Handover

Coordinate completion inspections and commissioning activities.

Verify completion of outstanding punch-list items.

Support handover of completed facilities to the Ministry of Health.

Monitor contractor performance during the Defects Liability Period and follow up on identified defects.

Perform other duties assigned by the immediate supervisor.
Required Qualifications

Master's degree preferred or Bachelor's degree in Civil Engineering, Construction Engineering and Management, Structural Engineering, Architectural Engineering, or a related field.
- Renewed professional registration/license with the Ethiopian engineering regulatory body, such as the Ethiopian Construction Authority (ECA), is mandatory.
Required Experience
- Minimum 10 years of progressively responsible experience in infrastructure design, construction, or project management.
- At least 5 years of experience managing hospital or health facility construction or renovation projects.
- Experience working on donor-funded infrastructure projects, including projects funded by organizations such as World Bank, AfDB, Global Fund, USAID, UNICEF, UN agencies, or similar organizations.
- Experience in contract management, construction supervision, quality assurance, and engineering design review.
- Experience coordinating multidisciplinary engineering teams and government stakeholders.
